Kelowna vs Port St. Lucie: which should you move to?
Kelowna or Port St. Lucie? Housing, rent, crime, climate, income, taxes and transit, side by side, from each city's own published figures. Written for someone deciding where to live, not for a ranking.

Kelowna
Port St. Lucie
The two housing bills are in different currencies, and held against local pay they are far apart. Mortgage, property tax and insurance come to about $5,262 CAD a month on Kelowna's single-family benchmark, roughly 74% of the metro's 2020 median household income, and about $3,267 USD on the St. Lucie County single-family median, roughly 45% of the City of Port St. Lucie's 2024 median, on houses that cost 12.6 and about 4.7 times those incomes. The tax sits in opposite places: a Kelowna earner pays about $20,500 CAD of $100,000 in federal and provincial income tax, while Florida levies none and collects about $8,022 a year, an effective 1.99%, on the homesteaded St. Lucie County median, with hurricane insurance estimated at $450 a month on top. Each has the highest unemployment of its country's cities on this site, 9.3% in the Kelowna metro and 5.3% in Port St. Lucie's in July 2026, and each recorded 4 homicides in 2025. They part on growth: Kelowna lost residents in the year to July 2026, and Port St. Lucie has grown faster since 2020 than any US city of its size. Choose Kelowna if your income or equity comes with you and you want a 20.0 C July on a lake with coverage that comes with residency. Choose Port St. Lucie to buy a house on a salary in a warm, wet, fast-growing city built around the car, if you will plan for hurricane season.
Kelowna prices are in CAD and Port St. Lucie prices are in USD. The tables leave them in their own currency and compare ratios and rates instead; a conversion would be stale by the time you read it.

Kelowna: The 2026 Class 1 residential total of $4.7595 per $1,000 of taxable value: municipal $2.9615 plus the regional district, hospital, school, BC Assessment and MFA levies, before the Home Owner Grant, and before parcel taxes and utility user fees. Port St. Lucie: About 1.99% of the price for a homesteaded owner, worked out on the $402,500 St. Lucie County single-family median, which is lower than the 22.3097 mills a house in the City of Port St. Lucie is charged because of Florida's homestead exemption rather than any assessment lag. The stack is long. St. Lucie County levies 4.1985 for its general fund, 2.7294 for the jail and courts, 0.2500 for transit, 0.1352 for mosquito control and 0.1000 for the erosion district; the City 4.6607 for operations and 0.3143 for voted debt; St. Lucie Public Schools 6.2960 (3.0480 set by state law, 1.5000 for capital outlay, 0.7480 discretionary and 1.0000 approved by voters); the St. Lucie County Fire District 3.0000; the Children's Services Council 0.3685; the South Florida Water Management District 0.0948, 0.1026 for the Okeechobee basin and 0.0327 for the Everglades Construction Project; and the Florida Inland Navigation District 0.0270, for 2025. The county's law enforcement, community development and stormwater taxing units are charged only outside the cities. The school lines are charged on the price less $25,000, $377,500, and the rest on the price less a second slice as well, $352,500 on the base amounts, so a homesteaded buyer's first bill is about $8,022. Without a homestead, as a landlord or a buyer who never files, the same house owes $8,980. That second slice is indexed to inflation: the Department of Revenue published $25,722 for 2025 and the St. Lucie County Property Appraiser now gives a homestead worth up to $51,411 in all, which brings the same bill to $7,999; this page uses the $25,000 base, like every Florida page on this site, and overstates the bill by $23 for it. The rates proposed for 2026 add to 22.0043, with the City's operating rate at 4.6107, its debt rate at 0.2643 and the county's general fund at 4.0441. The exemption is not automatic: you file with the property appraiser by 1 March. The City's solid waste assessment, $467 for 2025-26 and $482 for 2026-27, and its stormwater assessment of $189 come on the same bill, about $656 a year together, and no exemption reduces them. The seller's tax bill is not a guide to yours. Save Our Homes caps a homesteaded property's assessed value at 3% growth a year, and that cap resets to full market value the January after the sale, so a long-tenured owner can be taxed on a fraction of what you will be taxed on for the same house. Ask the property appraiser what the assessment would be at your purchase price, not what the current bill is.
How safe each city is, by the numbers it publishes
Police-reported figures for the most recent year each force or statistics agency has released. Rates describe a whole city or metro area, and the spread between neighbourhoods inside one city is usually wider than the gap between the two cities.

| Crime Severity Index Statistics Canada's weighted index for the metropolitan area, where 100 is Canada in 2006. American cities have no equivalent series. | 103.7 (2025) | Not published | Not directly comparable |
| Violent crime per 100,000 Canada counts every violent Criminal Code incident; the FBI counts four offences. The Canadian figure is always the larger one for that reason alone. | 1,872 (2025) | 130 (2025) | Not directly comparable |
| Property crime per 100,000 | 4,749 (2025) | 637 (2025) | Not directly comparable |

The Kelowna CMA's Crime Severity Index has fallen four years running, from 126.03 in 2022 to 119.56 in 2023, 107.49 in 2024 and 103.68 in 2025, and its rank among CMAs dropped from second in 2022 to ninth in 2025. Most of the decline is in non-violent crime (128.98 in 2021 to 105.25 in 2025); the violent index has barely moved (104.48 to 101.94), and a May 2026 City of Kelowna citizen survey found one in four residents feel unsafe.
What the rates cover: Police-reported total violent Criminal Code violations per 100,000, Kelowna CMA, table 35-10-0177-01. 2024: 1,897.16; 2021: 1,947.46.
Homicides: Kelowna CMA homicide victims, table 35-10-0071-01, rate 1.58 per 100,000. 2024: 2 (0.80); 2023: 5 (2.04); 2022: 8 (3.36).
Port St. Lucie's record is short and broken by a change of system, so no trend can be read from it with confidence. The FBI CDE carries no 2021 data for the department, annual totals for 2022 and 2023 under the old summary system (267 and 243 violent offenses, 1,745 and 1,840 property offenses, about 115 and 98 violent offenses per 100,000), only June to December of 2024, after the switch to incident-based reporting in late June (182 violent and 995 property offenses in those seven months), and a full twelve months for 2025 (349 and 1,708). The 2025 violent count is higher than 2023's mainly because of aggravated assaults, 298 against 182, and the department itself says the two systems count crime differently. What does hold across every year is the level: violent crime at about a third of Miami's and Tampa's rates or less, a quarter of Jacksonville's and a sixth of Orlando's, and three to six homicides a year in a city of more than a quarter of a million. The 2025 CDE counts were read on 1 October 2026 from a feed last refreshed on 15 September and can still be revised.
What the rates cover: Computed: 349 violent offenses (murder, rape, robbery and aggravated assault) in the FBI Crime Data Explorer's summarized data for the Port St. Lucie Police Department (ORI FL0560200) in calendar 2025, divided by the 268,062 Vintage 2025 city population. On the CDE's own agency population of 273,427 the rate is 128. That is the lowest of any city this site compares, less than half El Paso's 288 and about a third of Miami's 359 and Tampa's 375.5. 2025 is the first full year of incident-based (NIBRS) reporting for this agency: the department moved to Florida's incident-based system in late June 2024 and says the old and new counts are not comparable, so a full-year 2024 rate could not be determined (PSLPD annual report).
Homicides: 4 murders and nonnegligent manslaughters in 2025 in the FBI CDE, about 1.5 per 100,000 on the city population, the lowest count and rate of any US city this site compares (Orlando had 10, Tampa 17, Miami and El Paso 26). The CDE series is 6 in 2022, 5 in 2023, 3 in the seven months of 2024 it covers and 4 in 2025. A department of 335 sworn officers and 89 civilian staff in 2025 (PSLPD annual report) polices a city that counted 10 traffic deaths in 2024, more than twice its homicides.

Temperatures are Environment Canada 1991-2020 normals for the composite KELOWNA station (climate ID 1123939, airport site at 49 57 N 119 22 W, 433 m). The 1991-2020 tables for that station publish precipitation only for September, so precipitation, snowfall and sunshine are the 1981-2010 normals for KELOWNA A (climate ID 1123970). Summers are dry and hot (20.0 C July mean), winters cloudy and mild for the interior.
Hazards: Wildfire and summer smoke are the defining hazard: the August 2023 McDougall Creek fire jumped Okanagan Lake, put about 35,000 people under evacuation order, destroyed or damaged 189 structures and caused about $480 million in insured losses; most summers bring days of smoke from fires elsewhere in the interior. Spring freshet flooding along Okanagan Lake and Mill Creek (2017) and heat (June 2021 heat dome) are the others.
NOAA NCEI 1991-2020 normals for Fort Pierce St. Lucie County International Airport (station USW00012895), at Treasure Coast International Airport about 15 miles north of the city's center, which is the station behind the National Weather Service's Fort Pierce climate site, the one the NWS Melbourne office reports for this part of the Treasure Coast (its monthly Fort Pierce reports compare each month against this station's normals, such as August's 81.6F and 6.94 in, and carry a threaded record back to 1901): January mean 62.3F, July mean 81.4F, annual mean 73.1F, 51.17 in of precipitation. The airport's normals carry no snowfall, so the 0.0 in of snow stored here is the normal at the Fort Pierce cooperative station (USC00083207), about 11 miles north of the city's center. August is the warmest month by two tenths of a degree at 81.6F, with a mean high of 90.2F; January's mean low is 51.2F. August (6.94 in) and June (6.69 in) are the wettest months, and June through September bring 25.75 in, half the year; February (2.17 in) is the driest. The normals count 66.8 days a year at 90F or above, none at 100F and 1.7 nights at or below freezing. Converted here to 16.8 C, 27.4 C, 1,300 mm and 0 cm. No station has 1991-2020 normals inside the city, and the two nearest bracket it: the Fort Pierce cooperative station averages 62.7F in January and 81.7F in July with 55.89 in a year, and Stuart, about 11 miles to the southeast and closer to the coast, 64.9F and 83.2F with 62.72 in. NCEI lists no 1991-2020 normals for the St. Lucie Lock station. Port St. Lucie's January is a little warmer than Orlando's (60.6F) and Tampa's (62.0F) and much colder than Miami's (68.6F), and its July is the coolest of the five Florida cities this site compares. Sunshine is not stored: Current Results' US city table, the source and 1961-1990 NCDC basis of the other US profiles' sunshine hours, lists no Treasure Coast station; its Florida table gives West Palm Beach 66% of possible sunshine and 75 sunny days but no hours, and the 1991-2020 normals do not include sunshine.
Hazards: Hurricanes are the defining hazard, and this stretch of coast has been hit directly. On 5 September 2004 Frances came ashore at the southern end of Hutchinson Island, the barrier island off Stuart and Port St. Lucie, as a Category 2 hurricane with winds of about 105 mph; it produced the highest gust recorded in Florida, 108 mph (174 km/h), in Fort Pierce, and a storm surge of 5.89 ft at the St. Lucie Lock, and damage topped $1 billion in each of St. Lucie, Martin and Indian River counties. Three weeks later, on 26 September, Jeanne made landfall 5 miles from the same spot at 120 mph, the strongest of the two, with gusts of 128 mph (206 km/h) at Fort Pierce Inlet; thousands of homes in St. Lucie County were damaged or destroyed, a man in the county was electrocuted by a downed power line, and the county's schools, closed since Frances, did not reopen until 4 October (Wikipedia). The Fort Pierce cooperative station recorded 7.00 in (178 mm) of rain on the day Jeanne arrived. Wikipedia counts Frances, Jeanne and Wilma (2005) as direct hits on the city. Rain is the other storm hazard: Irma dropped 13.08 in (332 mm) on the Fort Pierce airport on 10 September 2017, the wettest day in its record since 1999, and 21.66 in near the Fort Pierce water plant, the highest total in Florida; about 150,000 homes and businesses in St. Lucie County lost power. On 9 October 2024, ahead of Hurricane Milton's landfall on the other coast, a high-end EF3 tornado tracked north from the Port St. Lucie area past Fort Pierce to Vero Beach, partially collapsed two warehouses and destroyed or flipped more than 20 mobile homes in the Spanish Lakes community, where six people died; Wikipedia counts seven deaths in St. Lucie County from the storm and $514 million of damage from that tornado. The water itself is the slower hazard. The North Fork of the St. Lucie River runs through the city to an estuary it shares with Stuart, and when Lake Okeechobee runs high the Army Corps of Engineers releases lake water east through the St. Lucie Canal into the river's South Fork: 137 billion gallons in 2013 and 237 billion from January to November 2016. That fresh, nutrient-laden water feeds toxic blue-green algae blooms; the federal government refused disaster aid for the 2016 bloom in the St. Lucie Estuary, and in July 2018 Governor Rick Scott declared a state of emergency over the discharges and algae in seven counties including St. Lucie and Martin (Executive Order 18-191). The Corps' new lake schedule, LOSOM, took effect with its record of decision on 12 August 2024; it allows releases south in every zone and ends regulatory releases east to the St. Lucie below the lake's upper zones (South Florida Water Management District), and the Corps said when it chose the plan that it would cut discharges to the St. Lucie Estuary by about two-thirds. In late July 2026 the lake stood at 10.83 ft, in its water shortage band, far below any level that would trigger releases. Heat is long rather than extreme: the normals count 66.8 days a year at 90F or above and none at 100F (37.8 C); the airport recorded 100 such days in 2024, the most in its record since 1999, and 84 in 2026 through 27 September. Frost is rare but real: 1.7 nights a year at freezing on the normals, and seven in early 2026, the most since 2010, with a low of 23F (-5.0 C) on 2 February 2026.

Health care, retail and construction together account for about 41% of regional jobs, and tourism output reached $2.4 billion with 12,630 jobs in 2022. The Okanagan tech sector counted 787 companies and 32,645 jobs with a $4.98 billion economic impact in 2023 (Accelerate Okanagan/KPMG), but the CMA has carried the highest unemployment rate in Canada through spring and summer 2026 as the labour force has grown faster than jobs.
Main sectors: Health care and social assistance, Retail trade, Construction and real estate, Tourism and hospitality, Technology.
BC also levies a speculation and vacancy tax and an additional property transfer tax for foreign buyers in the Central Okanagan; MSP premiums were abolished in 2020, replaced by an employer health tax.
BLS counted 177,800 nonfarm jobs in the Port St. Lucie MSA in August 2026 (not seasonally adjusted, preliminary), up 900 or 0.5% on the year, a slower pace than the population. Private education and health services added the most (+800, or 2.3%, to 34,900), then leisure and hospitality (+700, or 3.3%, to 21,800) and manufacturing (+300, to 8,500), while professional and business services lost 600 (-2.4%, to 23,900) and mining, logging and construction 400 (-2.5%, to 15,500); government held at 20,200, of which federal employment is only 1,100. The seasonally adjusted series (SMS12389400000000001) was 178,800 in August 2026, 0.1% above August 2025. Many residents work elsewhere: 40% of the city's workers (47,007 of 117,414) worked outside St. Lucie County in 2024, almost all of them elsewhere in Florida, and 13% of those who commute spend an hour or more getting there (ACS 2024 1-year, B08007 and B08303). The city has tried to change that with the jobs corridor in Tradition's Southern Grove: Cheney Brothers opened its distribution center there in late 2023 and expects 700 to 800 jobs, and WPTV described the city's pitch as a way out of being a bedroom community of commuters. Tradition itself, a former cattle ranch west of I-95 developed by Core Communities from 2006 with room for more than 18,000 homes, and St. Lucie West before it, are where most of the city's commercial land and new building are (Wikipedia). Clover Park, the Mets' 7,160-seat spring training stadium, opened for the 1988 season, when the team moved from St. Petersburg.
Main sectors: Health care, the metro's fastest-growing large sector (private education and health services, 34,900 jobs in August 2026): HCA Florida St. Lucie Hospital, Cleveland Clinic Tradition Hospital, and in Fort Pierce HCA Florida Lawnwood Hospital, Retail and the rest of trade, transportation and utilities, the metro's largest sector by payroll jobs (37,200 in August 2026, 23,600 of them in retail), Logistics and distribution in the Tradition and Southern Grove area off I-95: an Amazon delivery station, a FedEx Ground sortation center and Cheney Brothers' food distribution center at Legacy Park, and a 1.87-million-square-foot Costco depot that opened in 2026, Construction and real estate, building out a city platted in the 1960s and the master-planned communities of St. Lucie West and Tradition (mining, logging and construction, 15,500 jobs), Spring training and leisure: the New York Mets have trained at Clover Park since 1988, and the St. Lucie Mets play the minor league season there (leisure and hospitality, 21,800 jobs).
Property tax is the local levy that matters. Tax Foundation puts Florida's effective property tax rate on owner-occupied homes at 0.78%, and a homestead exemption takes as much as $50,000 off a permanent residence's taxable value, with the Save Our Homes limit on how fast its assessment can rise (Florida Department of Revenue). On 28 September 2026 the City Council unanimously adopted a $971.6 million budget for fiscal 2027 and cut the city's operating rate for the eleventh year in a row, from 4.9750 to 4.8750 mills, about $4.88 per $1,000 of taxable value; the city says the rate is 25% lower than in 2016 and the third-lowest municipal rate among Florida's 20 largest cities (WFLX). The county, school board and other levies on the same bill belong to the housing layer.

| Airport | Kelowna International Airport (YLW), city-owned; 2,315,432 passengers in 2025, up 8.5% on 2.13 million in 2024, ninth busiest airport in Canada. | Port St. Lucie has no airline service of its own. Treasure Coast International Airport, owned by St. Lucie County about 3 miles northwest of downtown Fort Pierce, serves general aviation, flight schools and private flights to the Bahamas, with a customs station; its last scheduled airline service ran briefly in 1988 (Wikipedia). The nearest large airport is President Donald J. Trump International Airport in West Palm Beach, named Palm Beach International (PBI) until 9 July 2026 and coded DJT since 18 August 2026, about 45 miles south of the city's center in a straight line; it handled a record 8,657,372 passengers in 2025, 3.0% more than 2024's 8,403,519 (Wikipedia, citing the airport's traffic reports). Orlando International is about 125 miles to the northwest. | Not directly comparable |
6.45 million rides in 2024 (up 330,000 on 2023), forecast 6.6 million for 2025 on about 219,000 service hours; more than 15,000 additional hours started January 2026 and another 12,380 are approved for 2027.
ART carried 825,588 unlinked trips in 2025, 581,985 of them on its fixed-route buses and 243,603 on demand-response service, on the National Transit Database's monthly ridership file (Federal Transit Administration). That is about an eighth of Sun Metro's 6.2 million in El Paso, a city two and a half times as large. The service went fare-free in 2018 and ridership tripled (WPTV): bus trips under the Council on Aging of St. Lucie, which ran the system until 2020, went from 277,513 in 2017 to 584,518 in 2018 and 726,750 in 2019. They have not returned to that peak since the county took the service over: 421,503 in 2021, 562,968 in 2023 and 581,985 in 2025, while demand-response trips have grown from 64,965 in 2021 to 243,603. WPTV reported plans for a Port St. Lucie Express commuter bus to West Palm Beach, with connections to Palm Tran, Brightline and Tri-Rail, at a $3 fare; this file did not confirm its current schedule.

Care is publicly funded through the BC Medical Services Plan (no premiums since 2020) and delivered by Interior Health; Kelowna General Hospital is the interior's tertiary referral hospital with cardiac surgery and cancer care on site (BC Cancer Kelowna). Access is the problem rather than cost: KGH closed its pediatric unit for at least six weeks in May 2025 and curtailed neurology in January 2026 for lack of specialists, obstetricians warned of a collapse in primary maternity coverage, and finding a family doctor typically means a long wait on the provincial Health Connect Registry.
Education
UBC Okanagan (opened 2005, now roughly 12,000 students, with a record domestic intake of more than 3,000 new students in September 2025) and Okanagan College (about 5,200 FTE students across the valley) are the post-secondary anchors. Public schooling is School District 23 Central Okanagan, one of BC's fastest-growing districts, with French immersion and a few independent schools; there is no magnet or charter system.
Living there
Kelowna is a lake-and-orchard city of about 166,000 stretched along the east shore of Okanagan Lake, with a compact downtown, sprawling hillside subdivisions and a single bridge to West Kelowna that jams every afternoon. Summers are hot and dry and built around the beach, boats and the wineries; they also come with wildfire smoke, and the 2023 McDougall Creek fire is still a fresh memory. Housing costs are high for local wages, the unemployment rate led the country in 2026, and crime severity, though falling since 2022, is still well above the national figure.
Health care
Care is paid for through employer or marketplace insurance, Medicare and Medicaid, and Florida is one of the ten states that have not expanded Medicaid under the Affordable Care Act (KFF). Florida's uninsured rate was 10.9% in 2024 (2,509,782 of 23,038,464), against 8.2% nationally, on the ACS 2024 1-year estimates; the City of Port St. Lucie's was 9.9% (25,579 of 257,314), St. Lucie County's 11.4% and the metro's 11.0%. Two hospitals are in the city. HCA Florida St. Lucie Hospital, formerly St. Lucie Medical Center, has 282 licensed beds and treats more than 90,000 patients a year, by HCA's own figures. Cleveland Clinic Tradition Hospital opened in Tradition in 2013 with 90 beds and has since grown to nine stories and 177 private rooms; it was Martin Health System's Tradition Medical Center until Martin Health joined Cleveland Clinic as a full member in January 2019, and it runs a 24-hour emergency department and maternity care. The region's trauma center is in Fort Pierce: HCA Florida Lawnwood Hospital is a Level II trauma center serving St. Lucie, Martin, Indian River and Okeechobee counties, with a Level III neonatal intensive care unit. This file did not verify a wait time figure for primary or specialist care.
Education
St. Lucie Public Schools, the county district, had 45,661 students in March 2025 and was adding about 1,500 a year; its superintendent said the schools were 'busting at the seams' (WFLX). It opened Legacy High School in Port St. Lucie in August 2025 and is building Western Grove K-8, a $70 million school and the first K-8 in Tradition, for 2026, and in November 2024 voters extended its half-cent sales tax for school construction to the end of 2036 (Florida Department of Revenue). Indian River State College, a public college founded in Fort Pierce in 1959 that has offered bachelor's degrees since 2008 and won the Aspen Prize for Community College Excellence in 2019, has its Pruitt campus in Port St. Lucie and enrolled 15,429 students in 2024-25, 61% of them part time (IPEDS, as compiled by UnivStats). FAU Harbor Branch Oceanographic Institute, founded in 1971 and part of Florida Atlantic University since 2007, works from a 144-acre campus on the Indian River Lagoon north of Fort Pierce and accounts for about a third of FAU's research activity (Wikipedia); Keiser University also has a campus in the city (Wikipedia).
Living there
Port St. Lucie was a land sale before it was a city. In 1958 the General Development Corporation bought about 40,000 acres along the North Fork of the St. Lucie River, and the city was incorporated in 1961 under its ownership; GDC platted more than 80,000 quarter-acre lots and sold most of them by mail on installment plans to buyers across the country and abroad, with little thought, the city's own comprehensive plan says, for water, sewage, roads or drainage (City of Port St. Lucie; Wikipedia). The result is a city of single-family houses on small lots laced with canals, whose water and sewer system the city bought in 1994, after GDC's bankruptcy, and began extending to the platted lots in 1996. Newer, planned growth came west of I-95, in St. Lucie West in the 1990s and Tradition from 2006. It has grown faster than any other US city of 200,000 people since 2020, 30.9%, almost entirely on people moving in from elsewhere, and it is older than the other Florida cities here, with a median age of 44.3. It is car-dependent even by Florida standards: 0.5% of workers take transit, the lowest share of any city this site compares, and 40% of workers leave the county for work. It is also, on the FBI's counts, the safest city here, with 130 violent offenses per 100,000 and four homicides in 2025, and its household income, $86,241, is the highest of the Florida cities here. The risks are water and wind: Frances and Jeanne came ashore a few miles away within three weeks in 2004, a Milton tornado killed six people just north of the city in 2024, and discharges from Lake Okeechobee have turned the St. Lucie River's estuary green with algae. The open questions are growth's: schools at capacity, the highest unemployment rate of any US metro here at 5.3%, and whether the jobs corridor in Tradition can make a commuter town into a place people also work.
Where each city wins, and where it loses
Kelowna's figures are in Canadian dollars and Port St. Lucie's in US dollars. Kelowna's single-family benchmark for the Central Okanagan was $1,072,400 CAD in July 2026, 2.3% above a year earlier. Port St. Lucie's price is the median sale price for single-family homes in St. Lucie County from MIAMI REALTORS and RWorld, $402,500 USD in August 2026 on 444 closed sales, 0.6% above a year earlier; it is a county median of what sold rather than a modeled benchmark, no City of Port St. Lucie figure is published, the city holds two-thirds of the county's 402,449 people, and Zillow's index for the City of Port St. Lucie stood at $384,593. Held against pay, Kelowna's house is 12.6 times the metro's 2020 median household income of $85,000 CAD and the St. Lucie County median about 4.7 times the city's 2024 median of $86,241 USD. At 20% down, Kelowna's mortgage at 4.34% is $4,672 CAD a month over 25 years, and the $322,000 loan on the St. Lucie County median at Freddie Mac's 7.03% of 24 September 2026 about $2,149 USD over 30. Property tax is 0.48% of price in Kelowna, $5,104 CAD a year, against about $8,022 USD for a homesteaded owner in Port St. Lucie, where 17 levies on a City address, from the county, the City, St. Lucie Public Schools, the fire district, the Children's Services Council, the South Florida Water Management District and the inland navigation district, come to 22.3097 mills for 2025, an effective 1.99% after Florida's homestead exemption, and $8,980 without one. With insurance at $165 CAD and $450 USD a month, the Port St. Lucie figure an estimate between published averages that run from $4,630 to $13,752 a year, with its own hurricane deductible and no flood cover, the owners carry about $5,262 CAD and $3,267 USD, roughly 74% and 45% of local median income. A two-bedroom averaged $2,132 CAD in October 2025, about 30% of Kelowna's median income. Port St. Lucie's rent figure is Apartment List's median for St. Lucie County, $1,271 USD for a two-bedroom in September 2026, about 18%, and it runs well below the city's other measures: the Census Bureau's 2024 survey put a two-bedroom's median gross rent at $1,872, about 26%. Only British Columbia caps the increase on an existing tenancy, at 2.3% for 2026; Florida forbids rent control outright.
Homicide is the one count that crosses the border intact, and the two recorded the same number, with a caveat about territory: Kelowna's figures cover the metro and Port St. Lucie's a city of 268,062. The Kelowna metro recorded 4 homicide victims in 2025, 1.58 per 100,000. Port St. Lucie recorded 4 in the FBI's Crime Data Explorer, about 1.5 per 100,000, the lowest count and rate of any US city this site compares, in a series that runs 6 in 2022, 5 in 2023 and 4 in 2025; it counted 10 traffic deaths in 2024, more than twice its homicides. The other rates are different instruments. Statistics Canada put the Kelowna metro's 2025 Crime Severity Index at 103.68 against a national 75.0, ninth highest of 41 metros; American cities have no equivalent. Kelowna's violent rate of 1,872 per 100,000 counts every violent Criminal Code violation, common assault and uttering threats included. Port St. Lucie's 130 is 349 offenses of murder, rape, robbery and aggravated assault reported by the Port St. Lucie Police Department, divided by the Census estimate, the lowest violent rate of any city on this site. Property crime, 4,749 per 100,000 against 637, is defined differently too, and the Port St. Lucie total probably undercounts: it records 2 motor vehicle thefts in 2025, against 86 and 122 under the old system in 2022 and 2023. Kelowna's index has dropped four years running from 126.03 in 2022, though a May 2026 city survey found one resident in four feels unsafe. No direction can be read for Port St. Lucie, whose police department moved to incident-based reporting in late June 2024 and says the old and new counts are not comparable. Its 2025 counts, read on 1 October 2026, can still be revised.
Kelowna is dry and Port St. Lucie is not. Port St. Lucie gets 1,300 mm of precipitation a year, half of it from June to September, against Kelowna's 386.9 mm on its 1981-2010 normals. January averages 16.8 C at the Fort Pierce airport station about 15 miles north of Port St. Lucie's center, with 1.7 nights a year at or below freezing, and -2.6 C at Kelowna's airport, with 89 cm of snow a year against none. July averages 27.4 C in Port St. Lucie and 20.0 C in Kelowna; Port St. Lucie's August is warmer still, and its normals count 66.8 days a year at or above 32.2 C (90F) and none at 37.8 C (100F), though the airport recorded 100 such days in 2024, the most in its record since 1999. Kelowna records 1,948.9 hours of sunshine; this site stores no sunshine figure for Port St. Lucie, because the series it uses lists no Treasure Coast station. The defining hazards are fire and wind. Kelowna's is fire: the August 2023 McDougall Creek fire jumped Okanagan Lake, put about 35,000 people under evacuation order and caused about $480 million in insured losses, and most summers bring days of smoke. Port St. Lucie's is the hurricane, and it has been hit directly: Frances and Jeanne both came ashore at the southern end of Hutchinson Island, the barrier island off Stuart and Port St. Lucie, three weeks apart in September 2004, Jeanne at 120 mph. On 9 October 2024, ahead of Hurricane Milton's landfall on the other coast, an EF3 tornado tracked north from the Port St. Lucie area and killed six people in the Spanish Lakes mobile home community. Its lake trouble is water quality rather than fire: releases from Lake Okeechobee into the St. Lucie River have fed toxic algae blooms, and the lake schedule adopted in August 2024 is meant to cut them by about two-thirds.
Both labor markets are the weakest of their country's cities on this site, by different margins. The Kelowna metro's unemployment rate was 9.3% in July 2026 on a three-month average, the highest of any Canadian metro for a fourth straight month; its labor force has grown faster than its employers hire, in a market where health care, retail and construction are about 41% of regional jobs. The Port St. Lucie metro was at 5.3%, not seasonally adjusted, up from 4.7% a year earlier and the highest of any US metro this site compares, against 4.4% for the US; the two are built differently, but the gap is too wide for that to close it. The two economies are made of the same parts. BLS counted 177,800 nonfarm jobs in the Port St. Lucie metro in August 2026, 900 or 0.5% more than a year earlier, slower than its population: private education and health services, with HCA Florida St. Lucie Hospital and Cleveland Clinic Tradition Hospital, added 800 to 34,900, trade, transportation and utilities is the largest sector at 37,200, and construction lost 400. The City's bet is the Tradition and Southern Grove corridor off I-95, with an Amazon delivery station, Cheney Brothers' distribution center and a Costco depot that opened in 2026, because 40% of the city's workers worked outside St. Lucie County in 2024. Median household income was $85,000 CAD in the Kelowna metro in 2020 and $86,241 USD in the City of Port St. Lucie in 2024. British Columbia levies a provincial income tax, so $100,000 pays about $20,500 CAD before about $4,900 of CPP and EI, with a top combined rate of 53.5% and 12% on purchases. Florida levies none, so the same salary pays $13,449 USD in federal tax for 2025; the top rate is the federal 37% and sales tax is 7% in St. Lucie County. Property tax carries more of the load instead, about $8,022 a year on the St. Lucie County median against $5,104 CAD on Kelowna's benchmark, at 1.99% of value against 0.48%.
Neither city lets most households give up the car, and Kelowna's commuters use the alternatives far more. In the 2021 census 4.0% of Kelowna commuters took transit and 9.1% walked or cycled, counted in a pandemic year, and 84.3% went by car, truck or van. In Port St. Lucie in 2024, 0.5% took transit, the lowest share of any city this site compares and an estimate whose margin of error is almost as large as the figure, 1.4% walked or cycled, 71.5% drove alone and 16.7% worked from home. The Kelowna Regional Transit System carried 6.45 million rides in 2024 on about 219,000 service hours. Area Regional Transit, run by St. Lucie County, is fare-free and carried 825,588 trips in 2025 for a whole county, 581,985 of them on eight fixed bus routes, five of which serve Port St. Lucie. There is no rail: the Florida East Coast Railway's main line crosses the city's eastern edge without a station. The city was laid out for the car from the start, as a 1960s General Development Corporation grid of quarter-acre lots and canals, and 13% of its commuters spend an hour or more getting to work; Kelowna's choke point is the single bridge to West Kelowna, which jams every afternoon. Kelowna has an airport and Port St. Lucie does not: YLW, owned by the city, handled 2,315,432 passengers in 2025, with most long trips connecting through Vancouver or Calgary, while Port St. Lucie has no airline service of its own and its nearest large airport, in West Palm Beach about 45 miles south, handled a record 8,657,372 in 2025.
Health care is where the border shows most. In Kelowna, BC's Medical Services Plan pays for physician and hospital care with nothing due at the point of use and has charged no premiums since 2020, and Kelowna General is the interior's tertiary referral hospital. Access is the problem: the pediatric unit closed for at least six weeks in May 2025, neurology was curtailed in January 2026, and a family doctor means a wait on the Health Connect Registry. In Port St. Lucie care is bought through an employer or marketplace plan, Medicare or Medicaid, and Florida is one of ten states that have not expanded Medicaid. Its uninsured rate was 10.9% in 2024, against 8.2% nationally, and the City of Port St. Lucie's was 9.9%. Two hospitals are in the city, HCA Florida St. Lucie Hospital, with 282 licensed beds, and Cleveland Clinic Tradition Hospital, which has grown to 177 private rooms, and the region's trauma center is HCA Florida Lawnwood Hospital in Fort Pierce, at Level II. This site verified no wait time for either city. Kelowna's schools are School District 23 Central Okanagan, with French immersion and no magnet or charter system. St. Lucie Public Schools had 45,661 students in March 2025 and was adding about 1,500 a year, which its superintendent called 'busting at the seams'; it opened Legacy High School in Port St. Lucie in August 2025 and is building a $70 million K-8 in Tradition. Indian River State College has its Pruitt campus in the city and enrolled 15,429 students in 2024-25.
What people underestimate is that the two are moving in opposite directions, and what the Port St. Lucie figure leaves out. Kelowna was estimated at 166,278 people in July 2026, against 167,659 a year earlier, its first annual decline since at least 2001, yet its single-family benchmark stood 2.3% above a year before; with nearly one worker in ten out of work, that price is being paid with income or equity from elsewhere. Port St. Lucie grew 3.5% in 2024-25 and 30.9% since 2020, to 268,062, the fastest of any US city of 200,000 or more, almost all of it people moving in, while its median price barely moved. A Kelowna buyer pays $19,448 CAD in BC property transfer tax on the benchmark; Florida taxes the loan instead, about $1,771 in documentary stamp and intangible tax on a $322,000 mortgage, and the seller pays 0.7% on the deed, $2,818 at the median. But the Port St. Lucie carry buys no flood insurance, and from 1 January 2027 every Citizens Property Insurance homeowners policy with wind cover must carry flood too. Its $8,022 assumes a homestead filed by 1 March of the year after the purchase; without one the same house owes $8,980, and Save Our Homes resets a house's assessment to market value the January after a sale, so the seller's bill is no guide. The City's solid waste and stormwater assessments add about $656 a year, community development districts in Tradition, St. Lucie West, Verano and the rest of the newer west add their own, from $439.51 to $967.80 a year for operations in Tradition before any bond assessment, and an older lot still on a well and septic tank costs $18,821 to connect to City water and sewer. Kelowna's 4.34% renews after a five-year term, while the Port St. Lucie 7.03% holds for thirty years; at 6.67%, the August rate Charlotte and most of the Florida cities on this site were written at, the carry would be about $3,190.

Kelowna or Port St. Lucie, in short
Is Kelowna or Port St. Lucie cheaper to live in?
Port St. Lucie, once each bill is held against its own city's pay, because the currencies do not convert here. A Kelowna owner pays about $5,262 CAD a month on mortgage, property tax and insurance, roughly 74% of the metro's 2020 median household income of $85,000 CAD, on a single-family benchmark 12.6 times that income. A Port St. Lucie owner pays about $3,267 USD on the St. Lucie County single-family median of $402,500, roughly 45% of the city's 2024 median of $86,241 USD, despite a 7.03% mortgage rate against 4.34%, a homesteaded property tax of about $8,022 a year and an estimated $450 a month of insurance; Zillow's index for the City of Port St. Lucie stood at $384,593, and no flood policy is in the figure. Renting also favors Port St. Lucie: a two-bedroom averaged $2,132 CAD in Kelowna in October 2025, about 30% of median income, against Apartment List's St. Lucie County median of $1,271 USD in September 2026, about 18%, or the Census Bureau's $1,872 for the city, about 26%. The Kelowna buyer also pays $19,448 CAD in property transfer tax at closing, against about $1,771 of Florida tax on a Port St. Lucie buyer's loan, and its income tax is heavier, about $20,500 CAD on $100,000 against $13,449 USD, with 12% sales tax against 7%.
Is Kelowna or Port St. Lucie safer?
Port St. Lucie on the wider measures, and the two are level on homicide, the one count that crosses the border, with the caveat that Kelowna's figure covers the metro. The Kelowna metro recorded 4 homicide victims in 2025, about 1.58 per 100,000; Port St. Lucie recorded 4 in the FBI's file, about 1.5 per 100,000. The other rates are different instruments. Kelowna's violent rate of 1,872 per 100,000 counts common assault and uttering threats, while Port St. Lucie's 130 is offenses of murder, rape, robbery and aggravated assault, divided by the Census estimate and still open to revision. Property crime, 4,749 per 100,000 against 637, is defined differently as well, and Port St. Lucie's probably undercounts vehicle theft. Statistics Canada put the Kelowna metro's Crime Severity Index at 103.68 in 2025, ninth highest of 41 metros and above the national 75.0, though it has dropped four years running; American cities have no equivalent. Port St. Lucie's violent rate is the lowest of any city this site compares, though its 2025 counts are its police department's first full year on a new reporting system and show no trend.
Which has the better climate, Kelowna or Port St. Lucie?
Port St. Lucie has the easier winter and Kelowna the easier summer. January averages 16.8 C in Port St. Lucie with no snow on the normals, against -2.6 C in Kelowna and 89 cm on its 1981-2010 normals. July reverses it: 27.4 C and humid in Port St. Lucie, with 66.8 days a year at or above 32.2 C (90F) on the normals and 100 at the airport in 2024, against 20.0 C and dry in Kelowna. Port St. Lucie gets 1,300 mm of precipitation a year against 386.9 mm, half of it in summer storms. The hazards differ. Kelowna gets wildfire and smoke, and in August 2023 a fire jumped Okanagan Lake and put about 35,000 people under evacuation order. Port St. Lucie gets hurricanes, two of which came ashore a few miles away in September 2004, the tornadoes they spin off, as in October 2024, and algae blooms in the St. Lucie River when Lake Okeechobee is released into it.
What happens to my health care if I move from Kelowna to Port St. Lucie?
Coverage stops coming with residency and starts coming with a job or a purchase. In Kelowna, BC's Medical Services Plan pays for physician and hospital care with nothing due at the point of use and no premium since 2020, and the problem is access: Kelowna General closed its pediatric unit for at least six weeks in May 2025, curtailed neurology in January 2026 for lack of specialists, and a family doctor usually means a wait on the Health Connect Registry. In Port St. Lucie you need an employer or marketplace plan, Medicare or Medicaid, with the premium, deductible and copay that come with it.
