Tampa is one of only three incorporated municipalities in a county of 1.5 million people, which means most of what people call Tampa (Brandon, Carrollwood, Town 'n' Country, Westchase) is not in the city at all. What buying in Tampa actually involves

The 2024 storm season changed what buyers here have to ask. Helene put the largest surge on record into this bay and Milton followed two weeks later, flooding neighborhoods that had never flooded before. Flood zone, elevation and whether the property took water are now the first three questions of any purchase in this metro, and a seller has to disclose what they know.

The federal substantial improvement rule is the one that catches people planning a renovation. If repairs or improvements exceed half the structure's value, the whole building must be brought up to current elevation requirements, which on an older slab house is often more than the house is worth. That calculation is being made on thousands of properties around this bay and it decides what a damaged property is actually worth.

Which jurisdiction an address is in matters more here than almost anywhere. Hillsborough County has three municipalities and about seventy percent of its population lives outside them, paying a county rate in place of a city one, and a Tampa postal address is frequently not in the City of Tampa. The difference is several mills.

As everywhere in Florida, the seller's tax bill is not yours: homestead and the Save Our Homes cap hold a long-tenured owner's assessment far below market, and it resets the January after a sale. Budget from your own arithmetic rather than from the current bill.
