Cape Coral is 106 square miles of land on the north bank of the Caloosahatchee, across the river from Fort Myers, and 236,264 people on the Census Bureau's estimate for July 2025, up from 194,004 in 2020. Almost all of it was laid out from 1958 by one developer as numbered units of lots on canals: the City's parcel records put 20,889 lots on salt water and 16,881 on fresh, and City water reaches 93,343 of its 137,402 parcels, with the rest still on wells and septic tanks. Florida levies no income tax, so what a house costs to hold here is its property tax, thirteen levies less a homestead exemption an owner has to apply for; the City's fire, stormwater and garbage assessments, which no exemption touches; on a lot in the north, the assessment that brings City water and sewer in; and an insurance policy that covers wind and not water, on a coast where Hurricane Ian's surge reached 6 to 9 feet above ground in September 2022. Rent or buy in Cape Coral
Whether buying beats renting in a city where the board's single-family median sale price is up 6.1% on the year, the tax comes to about 1.38% of the price after the homestead exemption with the City's assessments on top, and the flood policy is a separate bill. Both households start with the same cash and whichever has the cheaper month invests the difference, so the comparison is not rigged in either direction.

Five parts of the city named the way people here name them, on the lines Cape Coral already divides itself by: Santa Barbara Boulevard and the line of Embers Parkway and Hancock Bridge Parkway, which split the City's own address quadrants, and Veterans Parkway. They differ on the age of the houses, whether the canals are salt or fresh, whether City water and sewer have arrived, and how close the river runs, which in 2022 decided where Ian's surge came in.

What buying in Cape Coral actually involves
The millage is low and the bill is not. A house in the City of Cape Coral pays thirteen levies: Lee County's general revenue, its All Hazards Protection District and its Library District; the City's 5.1471 mills for operations and 0.1608 for its voted parks bond; the Lee County School District's 5.3190; and the water management, mosquito, hyacinth and West Coast Inland Navigation districts: 15.3806 for 2025, the total the Lee County Property Appraiser prints for the City. Florida's homestead exemption takes $25,000 off the value for the school district and a second, inflation-indexed slice off for everyone else, so on the $389,950 median an owner who lives in the house pays about $5,362 a year and a landlord about $5,998. The exemption is not automatic: you file with the property appraiser by 1 March. There is no fire district on the bill because the City charges for fire service as an assessment instead, and with stormwater and solid waste the three came to about $1,080 a year in 2025-26 on a house whose structure is valued at $275,000, $540 of it fire. No exemption touches them.
The seller's tax bill is no guide to yours. Save Our Homes caps a homesteaded house's assessed value at 3% growth a year, or less when inflation is lower, for as long as the owner keeps it, and the cap ends with the sale: the house is assessed at market value on the next roll. A neighbor who bought years ago can be taxed on a fraction of your value. If you are leaving a Florida homestead, portability can carry up to $500,000 of that accrued benefit to the new one within three years, on its own application.
The canal behind the house decides more than the price. Only the saltwater canals reach the river and the Gulf, through five navigation systems on the City's canal map, and 20,889 lots are on them; the 16,881 freshwater lots are on canals and lakes for a kayak, not a route to sea, and the Northeast Cape has no salt water at all. On salt water the next question is the bridges: the City's Bridges layer lists 160 of them with their clearances, and whether a sailboat's mast clears every fixed bridge between a dock and the river is a question to trace for the lot itself, which this site has not done for any street. The seawall on a canal lot, and the dock and lift behind it, are part of what you are buying, and their condition is a separate inspection from the house's.
Much of the north is still on wells and septic tanks, and the City is bringing water, sewer and irrigation in area by area through its Utilities Extension Project, charging each lot a special assessment for the lines and a capital charge for the plants. The two latest areas, North 1 West and North 1 East, cost $33,367 and $32,288 on a standard lot paid up front, or up to $3,734 and $3,385 a year on the tax bill over thirty years, a lien that stays with the lot when it sells. On a lot in an area not yet assessed, the cost is still to come, and the City's extension map says which area a lot is in.
And then the water itself. Hurricane Ian came ashore on Cayo Costa, across Pine Island Sound, on 28 September 2022, and the National Hurricane Center puts its maximum inundation at 6 to 9 feet above ground in Cape Coral and the other communities at the river mouth; in Lee County 52,514 structures were affected and 5,369 destroyed. A Florida homeowners policy covers wind, with a hurricane deductible of its own, and not flood, and from 1 January 2027 every Citizens policy with wind cover must carry flood as well. On an older house below today's flood elevation, FEMA's substantial improvement rule decides what is allowed: the City compares the cost of any repair or renovation with half the building's depreciated market value, and past that line the whole house has to be brought up to the rules for new construction, which can mean elevating it.
Moving to Cape Coral: check these before you commit
- Whether the address is inside the City of Cape Coral or in North Fort Myers, Matlacha, Burnt Store Marina or one of the unincorporated enclaves, from the Lee County Property Appraiser's record rather than the mailing address
- The property appraiser's estimate of your first tax bill at your price, and every non-ad valorem line on the seller's last bill: fire service, stormwater, solid waste, lot mowing and any utility extension assessment still being paid
- Whether the lot has City water and sewer or a well and septic tank, and if not, which extension area it is in and what the City expects to assess
- Whether the canal is salt or fresh, and on salt water every fixed bridge between the dock and the river and its clearance, with a marine contractor's report on the seawall, dock and lift
- FEMA's flood map and the elevation certificate for the exact address, what the house took in Ian and any substantial damage determination since, the permits for every repair, and a quote for a separate flood policy
- A homeowners quote on the specific roof, with the hurricane deductible stated, and the wind mitigation and four-point inspections the insurer will ask for
The City of Cape Coral's own council sets 5.3079 of the 15.3806 mills charged here, its operating rate and its voted parks bond. The rest is Lee County, the school district and the countywide special districts, and the 15.3806 is the total the Lee County Property Appraiser publishes for the City's taxing district.
