Tallahassee is Florida's capital, 103 square miles of land in Leon County and 204,902 people on the Census Bureau's estimate for July 2025, up from 196,182 in 2020. It is a college town as much as a capital: on the Census Bureau's 2024 survey 27.2% of residents aged three and over were enrolled in college or graduate school, and owners occupy 44.5% of its homes. The City owns the electric, water, sewer and gas utilities, and bills its fire, stormwater and garbage charges on the monthly utility bill rather than the tax bill. Florida levies no income tax, so what a house costs to hold here is its property tax, nine levies less a homestead exemption an owner has to apply for; the City's charges on the utility bill, one of which this site could not price; and an insurance policy that covers wind and not water, in a city where storms arrive as falling trees and lost power rather than surge. Rent or buy in Tallahassee
Whether buying beats renting in a city where the four-county metro's single-family median sale price is up 5.8% on the year, the tax comes to about 1.69% of the price after the homestead exemption, and the fire, stormwater and garbage charges arrive on the utility bill instead. Both households start with the same cash and whichever has the cheaper month invests the difference, so the comparison is not rigged in either direction.

What buying in Tallahassee actually involves
The tax bill has nine lines and none of them is for fire. A house in the City of Tallahassee pays Leon County 8.3144 mills and 0.7500 more for emergency medical services; the Children's Services Council of Leon County 0.3477; the School Board 5.3660; the Northwest Florida Water Management District 0.0207; the City 4.4072; and the County's voted debt, at zero this year: 19.2060 for 2025, the total the Department of Revenue's sheet prints for the City. Outside the city the same stack without the City's line is 14.7988, so the City's own levy is the whole difference, and the Downtown Improvement Authority adds a mill on its parcels downtown. Florida's homestead exemption takes $25,000 off the value for the School Board and a second, inflation-indexed slice off for everyone else, so on the $364,950 metro median an owner who lives in the house pays about $6,183 a year and a landlord about $7,009. The exemption is not automatic: you file with the Leon County Property Appraiser by 1 March.
The seller's tax bill is no guide to yours. Save Our Homes caps a homesteaded house's assessed value at 3% growth a year, or less when inflation is lower, for as long as the owner keeps it, and the cap ends with the sale: the house is assessed at market value on the next roll. A neighbor who bought years ago can be taxed on a fraction of your value. If you are leaving a Florida homestead, portability can carry up to $500,000 of that accrued benefit to the new one within three years, on its own application.
The City is the utility. It owns the electric system, with more than 128,000 customers over 221 square miles, and the water, sewer and natural gas systems, and it bills stormwater at $11.00 a month and residential garbage at $28.19 on the same monthly bill rather than on the tax bill. A fire services fee comes on that bill too, a flat charge per household in two zones that the City raised 9.98% from 1 October 2025. Residents sued over it in November 2025, and this site could not read its amount, so it is in no figure here. Outside the city limits the County's fire fee is on the tax bill instead, and the City charges half as much again for water, so a house just across the line carries two different bills.
More than a quarter of the city is in college. On the Census Bureau's 2024 survey 27.2% of residents aged three and over were enrolled in college or graduate school, owners occupy 44.5% of the city's homes, and the median household income is $56,511, so the rents on these pages describe a student market as much as a family one. The price on this hub is the metro's: Florida Realtors' single-family median for Gadsden, Jefferson, Leon and Wakulla counties together, $364,950 in June 2026 on 364 sales, which Leon County, almost 90% of the sales, dominates but does not equal. Zillow's model of every home inside the city, condominiums included, is $294,444. The two are different measures, not a disagreement, and no one publishes a sale median for the City itself.
The storms here are wind and trees rather than surge. Hermine in 2016 left about 65% of the City's electric customers without power on the National Hurricane Center's count; two EF2 tornadoes converged on the city on 10 May 2024 and broke more than 400 utility poles; and Helene in September 2024 cut power to about 53,000 City utility customers at its peak. A Florida homeowners policy covers wind, with a hurricane deductible of its own, and not flood. Flooding here comes from rain and creeks, and the City's floodplain work earns a 25% flood insurance discount in FEMA's special flood hazard areas, Class 5 of its Community Rating System, on map panels dated 18 August 2009. In a flood zone the City applies the substantial improvement rule at 50% of the structure's market value, past which the lowest floor has to be raised 2 feet above the base flood elevation.
Moving to Tallahassee: check these before you commit
- Whether the address is inside the City of Tallahassee or in unincorporated Leon County beside it, Killearn Lakes Plantation, Bradfordville, Woodville or the Lake Jackson shore among them, from the Leon County Property Appraiser's record rather than the mailing address: the tax bill, the fire fee and the water rate all change at the line
- The property appraiser's estimate of your first tax bill at your price, and the seller's last City utility bill for the fire services fee, stormwater and garbage
- Whether the house is on City electric or Talquin Electric, and on City water and sewer or a well and septic tank
- The police department's incident data for the blocks around the address: on the FBI's count the city's violent crime rate in 2025, about 635 per 100,000, was 2.6 times the rate for Florida's reporting agencies
- FEMA's flood map and the elevation certificate for the exact address, the seller's disclosure of past flooding and storm damage, and the trees over the roof
- A homeowners quote on the specific roof, with the hurricane deductible stated, and the wind mitigation and four-point inspections the insurer will ask for, and in a subdivision the association's dues and budget
The City Commission sets 4.4072 of the 19.2060 mills charged here. The rest is Leon County and its EMS levy, the School Board, the Children's Services Council and the water management district, and the 19.2060 is the total the Department of Revenue's sheet prints for the City's tax code.
