Cielo Vista and Pebble Hills out to Sun Ridge and Tierra del Este
The city north of Interstate 10 from the airport east: Cielo Vista and Pebble Hills inside Loop 375, and Sun Ridge and Tierra del Este beyond Joe Battle Boulevard, where Socorro ISD takes over.

Cielo Vista, the City's three Cielo Vista neighborhoods together, held 9,224 on 1,264 acres, 330 meters from the airport, with Burges High School and Cielo Vista Park inside; Cielo Vista Mall is 90 meters outside the line. Pebble Hills, 5,495 residents farther east inside Loop 375, is not where Pebble Hills High School is: that school is 10 kilometers east, in Tierra del Este. Beyond Joe Battle Boulevard, Sun Ridge held 7,289, and Tierra del Este is the largest guide on this site's El Paso list, 48,569 people on about 4,900 acres. It is not a City neighborhood. Its guide is the 116 recorded subdivision plats whose names begin Tierra del Este, filed from 2001 to 2025, less the part in Sun Ridge, and the City's neighborhood map misses 24,597 of those residents altogether. Route 59, the Eastside Connector, runs from the Downtown Transit Center to the Eastside Transit Center, and Montana Brio from the Five Points Transit Center to the Upper East Side Transit Center, every 30 to 35 minutes on weekdays. 4 guides are listed below.
The school district changes across this area. Cielo Vista is El Paso ISD, at 1.0807 per $100 for 2025, the district the arithmetic on this site's calculators is built on; Pebble Hills is Ysleta ISD, at 1.2005 with its extra 20% off a homestead; and Sun Ridge and Tierra del Este are Socorro ISD, at 0.9389. So three of the four work their bill out from the appraisal district's record rather than from the example here. Tax increment zone 9 covers 1,077 of Tierra del Este's residents and adds no rate. The City's Public Improvement District No. 2 charges $200 a lot a year for 15 years on part of Tierra Del Este III, but no layer read here draws its line, so which plats pay it is unknown and worth asking the seller. Past Loop 375 the limits are close: the Paseo del Este subdivisions are eleven municipal utility districts in the City's extraterritorial jurisdiction, outside the limits and with rates of their own, and Socorro and Horizon City are separate cities, so an address out here is worth checking against the City's limits before anything else.
