Live in Pebble Hills
Six Pebble Hills plats of 1975 to 1979 between Lee Trevino Drive and the back of Red Sails Drive, in Ysleta ISD, where the school tax rate is higher than El Paso ISD's but a homesteaded owner pays less, and where FEMA's preliminary map draws three ponding areas among the houses that the effective map never showed.
Pebble Hills is a name the developers gave to seventeen numbered plats filed between 1971 and 1984 across six of the City's neighborhoods; this guide is the two the City calls Pebble Hills North and Pebble Hills South, 406 acres between Montana Avenue and Pebble Hills Boulevard, built mostly on units 6 to 16 of 1975 to 1979. The 2020 census counted 5,495 residents in 2,030 homes, against 6,171 in slightly fewer homes in 2010, and owners lived in 68% of the occupied homes. All of it is Ysleta ISD, whose extra 20% homestead exemption changes the arithmetic of the bill, and none of it is near Pebble Hills High School, which is a Socorro ISD school about 10 km east. Zillow's typical value for ZIP code 79936, which holds every resident, was $225,771 in August 2026, up 2.5% on the year, but the ZIP held more than 105,000 people in 2020 and is not a Pebble Hills price.
A 1970s subdivision name spread over six neighborhoods, and the two the City calls Pebble Hills
The City of El Paso's Pebble Hills North (FID 38) and Pebble Hills South (FID 39) neighborhoods on its Neighborhood Boundaries layer, taken together: 227 and 179 acres on the layer's own figures. Traced against the Census Bureau's road file, the outline is Montana Avenue (US 62) on the north; North Lee Trevino Drive on the west; Pebble Hills Boulevard on the south; and on the east a line that follows no street, running behind the houses between McLean Street and Red Sails Drive and reaching Breckenridge Drive near Montana. Edgemere Boulevard divides North from South. The City's Pebble Hills Park and Pebble Brook neighborhoods, west across Lee Trevino Drive, carry plats of the same name but are separate features and are left out; with them the four held 9,465 residents in 2020. No neighborhood association registered with the City covers the reference point. Fort Bliss's land lies about 330 m north, across Montana Avenue. All of the guide is in El Paso County, Ysleta ISD and City Council District 3, and west of Joe Battle Boulevard (Loop 375).
Pebble Hills began as a developer's name. Seventeen numbered Pebble Hills plats were filed on the City's map between 1971 and 1984, and they now lie in six of the City's neighborhoods, from Scotsdale and Album in the west to the Indian Ridge neighborhoods in the east. This guide takes the two the City itself calls Pebble Hills North and South, 406 acres between Montana Avenue and Pebble Hills Boulevard, east of Lee Trevino Drive, built mostly on units 6 to 16, filed from 1975 to 1979. The 2020 census counted 5,495 residents in 2,030 homes, against 6,171 in slightly fewer homes in 2010, so fewer people now live in each house. Owners lived in 68% of the occupied homes, and 23% of the residents were under 18. The name misleads in one way: Pebble Hills High School is a Socorro ISD school about 10 km east, in Tierra del Este, and has nothing to do with this guide.
The school tax rate is higher, and a homestead pays less. Every block is in Ysleta ISD, and the five taxing units on a City and Ysleta ISD address add to 2.763493 per $100 for 2025, against 2.643693 with El Paso ISD. But Ysleta ISD takes 20% off a homestead on top of the state's $140,000, and El Paso ISD takes nothing extra. On $225,771, Zillow's August 2026 value for ZIP code 79936, up 2.5% on the year, a homestead here owes about $3,955 a year, against $4,395 for the same house in El Paso ISD. Without the exemption the order flips: a landlord owes about $6,239 here and $5,969 there. The ZIP held more than 105,000 people in 2020, so its value is not a Pebble Hills price. The new flood map finds water where the old one was silent. FEMA's effective panels of 2006 are digital for only 3% of the guide, and the rest has to be read on scanned panels at its Map Service Center. Its preliminary countywide map, issued on 8 August 2025 and not yet in force, puts 4.7% of the guide in the 1% annual chance zone and 9.8% in the 0.2% zone, with 478 residents on blocks in the first and 145 in the second. No arroyo carries the water here. FEMA labels the three zones inside the line ponding areas, P5 and P5a north of Edgemere Boulevard and P8 south of it: low ground where storm water collects, with base flood elevations of 3,968 to 3,970.6 feet. A preliminary map can change before it takes effect, but a buyer should know which side of its line a house is on.
The schools are all just outside the line. Ysleta ISD's SchoolSearch returns Pebble Hills Elementary, east on Edgemere Boulevard and rated A (91) for 2026, for the reference point and 3,441 residents, and Robbin E. L. Washington Elementary, across Lee Trevino Drive and rated B (85), for the other 2,054. Every block goes to Hanks Middle School, B (88), and J. M. Hanks High School, A (93).
The edges are busier than the inside. Fort Bliss's land begins about 330 m north, across Montana Avenue, where Montana Brio stops at the Lee Trevino park and ride every 30 to 35 minutes on weekdays. Route 51 runs through the guide on Edgemere Boulevard. There is no City park, library or recreation center inside the line, and no neighborhood association registered with the City covers its center.

- 1971Pebble Hills Unit 1 is filed on the City's subdivision map, in what the City now calls Scotsdale; units 2 to 5 follow by 1974 in Album, Pebble Brook and Pebble Hills Park, west of today's line.
- 1975Pebble Hills Unit 6 is filed, 64 acres, the first plat inside the guide.
- 1976Units 8 and 12 are filed, 93 and 19 acres; Unit 11 follows in 1977.
- 1978Unit 9 is filed, 71 acres, and Unit 16, 41 acres, follows in 1979, the last Pebble Hills plat inside the line; the series ends with Unit 17, outside it, in 1983.

No park inside the line, a small one across Lee Trevino, and the desert out Montana
The City's parks layer puts no park inside the guide. The nearest is Pebble Hills Park, 8.5 acres on Fierro Drive across Lee Trevino Drive, with the Eastside Senior Center. Eastwood Park, 45 acres on Parkwood Street, holds the nearest City recreation center, and out Montana Avenue Hueco Tanks State Park keeps its rock imagery and bouldering on permits of 70 people a day.
What the map does not show: the wind. The windy season peaks in March and April, and El Paso had 12 dust storms in 2025, out of 36 dust events from February to June.
