Cedar Grove, Thomas Manor and Ysleta
The city south of Interstate 10 along the Rio Grande, which the City's plan calls Mission Valley: Cedar Grove and Thomas Manor out to Ysleta at the mission, all in Ysleta ISD.

Cedar Grove, 3,808 residents on 390 acres, comes within 140 meters of the river, with Riverside Elementary, which replaced Cedar Grove Elementary on the same site in 2022, inside and the county's Ascarate Park about a kilometer away. Thomas Manor, 5,820 residents on 726 acres, lies between Alameda Avenue and the Border Highway, Loop 375, with Thomas Manor Park and Thomas Manor Elementary inside. Ysleta is the old town around the Mission of Corpus Christi de la Ysleta del Sur, and the guide is the City's South Loop neighborhood, which holds the mission, without the Ysleta del Sur Pueblo's reservation: that is sovereign land and no guide's, and the guide's 1,779 residents do not include it. The name reaches farther than the guide does. The City's Ysleta historic district held 601 residents in 2020, and only 25 of them are in South Loop, the rest mostly in Valumbrosa and Pueblo Viejo to the north; Ysleta High School is outside it too. Alameda Brio runs from the Downtown Transit Center to the Mission Valley Transit Center, every 20 minutes at weekday peaks and 25 otherwise. 3 guides are listed below.
All three are Ysleta ISD, at 1.2005 per $100 for 2025 against El Paso ISD's 1.0807, and Ysleta ISD takes 20% off a homestead on top of the state's $140,000, so the example on this site's calculators, which is built on El Paso ISD, is not the bill here: work it out from the appraisal district's record for the property. All three also lie wholly inside the outline of El Paso County Water Improvement District No. 1, which assessed $30 an acre for 2025 on land that holds a water right, billed separately from the City Tax Office and owed whether or not water is delivered; which lots hold one was not checked, so it belongs among the questions for the seller. This is the one part of the city where FEMA's effective flood map is digital: nine panels effective 16 February 2006 cover the Lower Valley and the east side inside Loop 375, and Cedar Grove, Thomas Manor and most of Ysleta are on them. The preliminary countywide map of August 2025, which is not yet effective, moves the lines. On the 2006 panels 54% of Cedar Grove is in the 1% annual chance zone; on the preliminary map 24% is, and 61% is shown instead as reduced risk behind a levee. Read both for the exact address.
