The city's total of 15.9465 mills is the fifth-lowest here, and its effective rate of 1.43% is the lowest of any mainland municipality in this layer, about $5,500 a year on a typical home value of $386,378. Seminole levies only 2.4793 mills of its own, and a substantial retail base is much of why it can.
Its position is the useful thing: close to the beaches without being on them, so the insurance sits between the mainland and the barrier-island cases, and the western edge of the city near Boca Ciega Bay is a different flood proposition from the eastern side. That boundary is worth establishing precisely for any specific address rather than assuming the city-wide picture.
The city and unincorporated Pinellas are interleaved here in a way that catches buyers out: two houses on the same street can be in different jurisdictions, with different rates and different service providers. The postal address will not tell you which, and the difference is worth several hundred dollars a year.
Housing is mostly postwar and 1970s subdivision on a grid, with a large retail center at the middle of the city and Lake Seminole park to the west. Prices sit between the mainland and the beaches, which is exactly where the city sits geographically, and the western streets closer to the Intracoastal price and insure differently from the eastern ones.
