Leesburg charges a total of 15.95, the fifth-lowest in this metro, and a buyer's effective rate of 1.36% is the second-lowest. On a typical home value of about $278,000 (the second-cheapest here) the bill is about $3,800 a year, the smallest of these twenty-four. The city owns its electric utility, which is part of why the rate can sit where it does.
This is not an Orlando commuter market and nothing about it pretends to be. It is a Lake County town whose growth is coming from retirees, and the housing being built reflects that: age-restricted communities, single-story product, and a great deal of it. Prices are down nearly five percent year over year, the steepest fall on this list. If you are buying here as a working household, price the fifty-seven kilometers honestly.
The city sits immediately south of one of the largest retirement communities in the country, and that proximity shapes its economy: a hospital, medical offices, retail and services scaled for a population much larger than the city's own. It is a genuine local job base and it is largely recession-resistant.
A great deal of the new housing here is in age-restricted or age-targeted communities, and much of the rest is manufactured. Both narrow the pool of future buyers, and both carry fee and land-tenure arrangements that a conventional subdivision does not. That is the trade for the lowest entry price of any city in this layer.
