Understand Safety Harbor before you commit to an address

Safety Harbor is seventeen thousand people on the western shore of Old Tampa Bay, built around mineral springs that made it a spa town in the nineteenth century (the resort is still there) with a walkable Main Street and a large waterfront park. Figures are the same two indexes measured the same way in all 24 municipalities here, on Florida's rules including the homestead exemption.

What buying in Safety Harbor actually involves

The city's total of 17.4172 mills gives an effective rate of 1.60% and about $8,100 a year on a typical home value of $505,295, the ninth-highest value in this layer. Safety Harbor prices at a premium to its neighbours for the usual reasons a walkable small town does.

Its value fell only 0.7% over the year to June 2026, the mildest of these twenty-four apart from Belleair's rise, and the reason is the same. Safety Harbor sits on Old Tampa Bay rather than the Gulf, in a part of the bay that Helene's surge did not hit the way it hit the western beaches, and much of the town is on higher ground. In a market where everything else fell three to seven percent, that is what elevation and aspect were worth.

The town's compact center is the product being bought here: a Main Street with independent businesses, a waterfront park at the end of it, and a street grid that makes a walk plausible. Very little of Florida offers that, and the premium over similar houses a few kilometers inland is the price of it.

There is not much room left to build. Safety Harbor is bounded by Clearwater, Oldsmar and the bay, so the supply of housing here is largely fixed and turnover rather than new construction sets the market. That is part of why values have moved less here than in places with a development pipeline.

Moving to Safety Harbor: check these before you commit

  • Flood zone on the waterfront streets, which is a different exposure from the Gulf side but not zero.
  • The condition and age of the housing stock near Main Street, much of which is old.
  • The commute, which from here is the Courtney Campbell Causeway to Tampa and is the reason many people are here.
  • How far the address really is from Main Street on foot, since that walk is what the premium pays for.

Safety Harbor's own council sets 3.9500 of the 17.4172 mills charged here. The rest is Pinellas County, the school board and the countywide special districts, and the 17.4172 is the total Pinellas County publishes for this taxing district rather than a figure assembled on this site.

Sourced, dated, and separated from the guesswork

Every Safety Harbor figure below is cited, stamped with the period it describes, and editable, because a number for the whole city rarely describes your purchase. Appreciation and investment returns are assumptions rather than facts, and they are labelled that way. Read the methodology for how the line is drawn.
