Winter Garden's typical home value of about $570,000 is the second-highest of these twenty-four and its millage of 16.29 is mid-table, which produces a buyer's bill near $8,600 a year. The downtown revival is real and it has been priced in for a decade; what is still moving is the newer development on the city's southern edge and in the surrounding Horizon West villages, much of which sits in a community development district.
That last point is the one to be careful about here more than anywhere else in this metro. A CDD assessment is a bond repayment for the roads, drainage and amenities of a master-planned community; it appears on the tax bill as a non-ad-valorem line, it is not in any millage on this page, and around Winter Garden and Horizon West it commonly runs $1,500 to $3,000 a year for twenty or thirty years. Check the specific address rather than the city.
Downtown's revival is now decades old and self-sustaining, with a weekly market, the trail running through the middle of it and a restaurant district that draws from across west Orange County. The consequence for a nearby address is parking pressure and weekend traffic, which is the ordinary cost of living beside something that works.
The city's growth has been westward, into and alongside the large planned communities. Those bring newer housing and better insurance profiles, and they also bring association and district charges that sit outside the millage on this page. An older house near downtown and a new house four kilometers west are different financial products.
Moving to Winter Garden: check these before you commit
- Whether the address is in a community development district and what the annual assessment and its remaining term are. This is the single most consequential check in west Orange County.
- Whether the property is in the City of Winter Garden or in unincorporated Horizon West, which look identical and are taxed differently.
- Lake Apopka's condition if you are buying near it, which is a decades-long restoration project rather than a finished one.
- Weekend and market-day traffic near the downtown core, if the address is within a few blocks.
- The total of association and district charges on a newer house, alongside the tax figure above.
