Understand Windermere before you commit to an address

Windermere is a town of about thirty-two hundred people on an isthmus between the lakes of the Butler chain, fifteen kilometers west of downtown Orlando, and it has kept its unpaved sand roads on purpose for a century. Its typical home value of about $714,000 is the highest of these twenty-four, and the estate properties on the chain itself run far beyond that. Figures are the same two indexes measured the same way in all 24 municipalities here, on Florida's rules including the homestead exemption.

What buying in Windermere actually involves

Windermere charges 3.74 mills, the lowest municipal rate of any incorporated place in Orange County, and a buyer's effective rate of 1.44% is the fifth-lowest in this metro. The appraiser publishes 15.2311 for the mill code the town's houses are in, a little above the county stack plus the city rate because every Windermere code on the chart carries a further 0.0508-mill district. A very small town with very valuable property does not need a high rate. The inverse of the arithmetic that puts Eatonville at 7.29, and the town buys almost nothing with it: policing is contracted, there is no fire department of its own, and the roads are deliberately not paved.

The name is used far more widely than the town. A great many addresses that say Windermere are in unincorporated Orange County. Keene's Pointe, Isleworth and much of the Butler chain shoreline are outside the town limits, pay a different rate, and in several cases sit in a community development district as well. The town proper is about two square kilometers. Check the jurisdiction before you check anything else.

The town has almost no commercial property and a very small government, which is why the municipal rate is the lowest of any incorporated place in the county. It also means the town provides less directly than a full-service city would, and several services come from Orange County.

The unpaved roads that give the town its character are a real maintenance and drainage question, particularly in the wet season, and they shape everything from delivery access to how a house is approached. They are also actively defended by residents, so a plan that assumes they will be paved is a plan to be disappointed.

Moving to Windermere: check these before you commit

  • Whether the address is inside the town limits or in unincorporated Orange County, because the postal address does not tell you and the tax bill differs.
  • Butler chain access and what form it takes. The chain is navigable and the frontage premium is large.
  • The unpaved roads, which are a genuine feature of living here and a genuine maintenance question.
  • How the unpaved roads behave in the wet season on the specific street.
  • Which services come from the town and which from Orange County, since the town is deliberately small.

Windermere levies 3.7425 of the 15.2311 mills charged here; the rest is Orange County, the school district and the water management district, none of which the city council sets.
