Riviera Beach is forty thousand people north of West Palm Beach, built around the Port of Palm Beach and a marina district on the Intracoastal, with Singer Island (the barrier island opposite) inside its city limits. It is one of the historically Black municipalities of this coast and has spent two decades on a marina redevelopment that has finally been built. What buying in Riviera Beach actually involves

Riviera Beach's municipal rate of 8.3500 mills is the highest in this layer and its total of 20.6080 mills gives a homesteaded buyer a rate of about 1.85%, roughly $7,600 a year on a typical home value of $408,733. The city runs its own fire department, so the county MSTU does not apply; the rate is the city's own choice and reflects a service load and capital program that a small industrial tax base does not easily carry.

The index here averages two markets that could hardly be more different: the mainland city, which contains some of the least expensive housing on this coast, and Singer Island, which is oceanfront condominium towers at multiples of it. If you are looking at Singer Island, none of the figures on this page describe your purchase, and the barrier-island insurance and condominium reserve questions all apply there in full.

The city's marina district has been redeveloped over the last decade and is the visible face of a long municipal effort to change what the mainland waterfront is. Whether that continues, and at what pace, is the largest single variable for a mainland purchase here, and it is worth reading the current position rather than the plan.

Singer Island is a different world attached to the same city: high-rise oceanfront condominium, a state park at the northern end, and a bridge that carries everyone on and off. Traffic on that bridge and the age profile of the island's buildings are the practical questions there, and neither shows up in the city's average.
