Old Southeast and Coquina Key on the bay, down through Lakewood Estates to Pinellas Point
The rest of the city south of downtown and east of Interstate 275: Old Southeast and Coquina Key on the bay, Lakewood Estates beside Boyd Hill Nature Preserve, and Pinellas Point at the southern tip.

Old Southeast, 1,294 residents on the bay east of 4th Street South beside Lassing Park, has three City landmarks, the Bayboro House among them. Coquina Key is the island off 4th Street South and the shore beside it, 3,763 residents in 2,172 housing units, many of them apartments and condominiums, with Coquina Key Park. Lakewood Estates, 4,402 residents north of 54th Avenue South, sits beside Boyd Hill Nature Preserve with Maximo Elementary inside. And Pinellas Point is much larger than the point itself: the Greater Pinellas Point Civic Association's 2,015 acres and 16,418 residents, everything south of 54th Avenue South and east of the interstate and the Sunshine Skyway's approach, with Lakewood High School, Bay Point Middle School and the South Branch Library. 4 guides are listed below.
No neighborhood here is in a redevelopment area or a City historic district, so the bill is the same levies everyone in the city pays, and the water is the thing to read. After Helene the City assessed 148 parcels on Coquina Key, every one with water inside and 89 with major damage, and because the assessments count parcels rather than homes, an apartment or condominium building there is one point or none; 34 in Old Southeast, 27 with water inside; and 229 in Pinellas Point, 64 with water inside. It recorded none in Lakewood Estates. Milton, two weeks later, did more damage in Pinellas Point than Helene had: the City assessed 342 parcels there afterward, 12 of them destroyed, more destroyed than in any other neighborhood on this list. Lake Maggiore and Boyd Hill are in no association's area, so no guide holds them.
