The master-planned community between Interstate 95 and Florida's Turnpike that holds the Mets' spring training ballpark, a college campus and four public schools, where every one of 13,163 residents in 2020 lived inside the St. Lucie West Services District, whose assessment is on every tax bill and whose budget could not be read for this guide.

St. Lucie West is the part of Port St. Lucie that General Development Corporation did not plat: the City says it is not part of the original platted city, and it was built instead as a master-planned community, with a county ballpark that opened in 1988 as Thomas J. White Stadium, now Clover Park, and a college campus that opened in 1992 on 40 acres the developer Thomas J. White Sr. donated. The 2020 census counted 13,163 residents on the City's St. Lucie West neighborhood, up 6% from about 12,378 on the same ground in 2010; owners lived in 83% of the occupied homes, 41% of them with no mortgage, and only 10% of residents were under 18. Every one of them lived inside the St. Lucie West Services District, a community development district that runs the water, sewer, irrigation and stormwater and adds a non-ad valorem assessment to each tax bill. Zillow's typical value for ZIP code 34986, which holds every resident, was $372,418 in August 2026, down 3.0% on the year, but the ZIP held more than twice as many people and is not a St. Lucie West price.

01: The Community

A planned community around a ballpark, with its own utility on the tax bill

The St. Lucie West feature on the map the City of Port St. Lucie's Neighborhood Services department keeps for its NICE program (Neighborhood Improvement and Community Engagement; the NS_NEIGHBORHOODS layer, OBJECTID 35, planning area 8), about 4,684 acres, all of it inside the City's current limits as St. Lucie County's Municipal Boundaries layer draws them. Traced against the City's road layer, Interstate 95 is the western edge, Florida's Turnpike the eastern and Crosstown Parkway the southern; the northern edge is a straight east-west line 2 to 3 km north of St. Lucie West Boulevard, crossing NW California, Peacock and Cashmere boulevards, where the City's Torino neighborhood begins. St. Lucie West Boulevard crosses it from the interstate to the Turnpike, and California, Cashmere and Peacock boulevards run north and south. The line agrees with two others: the St. Lucie West Services District on the County's layer and the St. Lucie West feature of the City's Sections layer hold the same 13,163 residents. The City's subdivisions layer names Lake Charles, Kings Isle, Cascades at St. Lucie West, Lake Forest, Country Club Estates, Heatherwood, Magnolia Lakes, Bedford at the Lakes, Tortoise Cay and The Vineyards inside, with condominiums such as The Belmont and Westbrook Isle and The Enclave's rental apartments. PGA Golf Club, across the interstate, is in the Reserve, an unincorporated enclave, and not in the city. All of it is in St. Lucie County and in St. Lucie Public Schools.

St. Lucie West is the planned part of the north end, not the platted grid. The City's neighborhood program draws it between Interstate 95 and Florida's Turnpike, from Crosstown Parkway north to where Torino begins: about 4,684 acres. The City says it is not part of the original platted city General Development Corporation incorporated in 1961. It grew instead around the county's ballpark, opened in 1988 as Thomas J. White Stadium and called Clover Park since 2020, and a college campus opened in 1992 on 40 acres the developer Thomas J. White Sr. donated, now Indian River State College's Pruitt Campus. The 2020 census counted 13,163 residents, up 6% from about 12,378 on the same ground in 2010.

It is a place of owners, and of older households. Owners lived in 83% of the occupied homes in 2020, and two in five of all occupied homes had no mortgage. Only 10% of residents were under 18. The City maps homeowners associations rather than open blocks, Lake Charles, Kings Isle, Cascades and Lake Forest the largest, with condominiums and rental apartments between them. The errands are close: a Publix on St. Lucie West Boulevard, three district K-8 schools and the assigned high school inside the line, and a county library on the campus.

Every parcel is in a district, and what it charges was not read. The St. Lucie West Services District, a community development district, covers all 13,163 residents. It delivers the drinking water, treats the sewage, supplies reclaimed irrigation water and keeps the stormwater ponds and preserves, and it bills twice: utility fees each month and an assessment on the annual tax bill. Its budget page refused every request for this guide, so no figure is given here. When water runs short it rations it: from 16 February 2026 irrigation ran only 48 hours a week. Read the parcel's record with the property appraiser and the seller's last bill with the tax collector before an offer: a first sale in a district must disclose the assessment in bold, and a resale need not.

No price index follows the City's line. Every resident is in ZIP code 34986, where Zillow's typical value was $372,418 in August 2026, down 3.0% on the year, but the ZIP held 30,027 people in 2020. Every City address pays the same seventeen levies, 22.3097 mills for 2025. A homesteaded buyer at the ZIP's figure owes about $7,350 a year on the $25,000 base exemption amounts, a landlord about $8,309. The City's solid waste and stormwater assessments add $671 for 2026-27, and the district's comes on top. Save Our Homes caps a homestead's assessed value at 3% a year and ends with a sale, so the seller's bill understates yours. The arithmetic is on the Port St. Lucie page.

The water risk here is rain, not the river. FEMA's map puts none of St. Lucie West in the 1% annual chance flood zone, and no County hurricane evacuation zone reaches it; 10,127 residents are in planning areas around the St. Lucie nuclear plant, a designation rather than a hazard rating. A homeowners policy still does not cover rising water. The bus is there but slow: route 6, fare-free and hourly, stops 14 times inside the line, and ART On Demand runs free door to door within St. Lucie West and Torino.

Read the district's line on the bill
Every parcel carries an assessment no exemption reduces

  • Read the parcel's record with the property appraiser and the seller's last bill with the tax collector for the services district's assessment
  • Ask any homeowners or condominium association for its own dues and rules: the City maps about thirty here
  • Estimate the tax at your purchase price: the seller's Save Our Homes cap ends with the sale
  • Rank the Red zone's K-8 schools during enrollment: there is no zoned elementary or middle school

How St. Lucie West got here

  • 1961Port St. Lucie becomes a city on 27 April. General Development Corporation incorporates only the land it owns, and the City counts St. Lucie West among the places that are not part of the original platted city.
  • 1988The county's ballpark on Piazza Drive opens on 5 March as Thomas J. White Stadium, built for $11 million, the New York Mets' spring training home.

A county ballpark, county fields and one City park inside the line

Clover Park, the county's 7,160-seat ballpark, hosts 15 Mets home games from 19 February to 20 March 2027 and the Low-A St. Lucie Mets. The County's South County Regional Sports Complex has soccer and football fields, and the City's William McChesney Park 25 acres with soccer fields and a playground. The garden photograph is the Botanical Gardens in Sandpiper Bay, about 9 km southeast.

What the map does not show: that the lakes between the subdivisions are the services district's stormwater ponds, kept by the assessment on the tax bill.
