Understand Boca Raton before you commit to an address

Boca Raton is a hundred and two thousand people at the southern end of Palm Beach County, laid out around Addison Mizner's 1920s Mediterranean fantasy and built out after the IBM plant arrived in 1967. The plant where the personal computer was designed. It runs from the Atlantic west past I-95 to the Turnpike, and it is the only municipality in this county with a Greater Beach and Park District levying its own millage on top of everything else. Figures are the same two indexes measured the same way in all 24 municipalities on this coast, on Florida's rules including the homestead exemption.

What buying in Boca Raton actually involves

Boca Raton's total of 17.0029 mills is close to the middle of this county, and how it gets there is unusual. The city's own operating rate of 3.6476 is among the lowest of any full-service city here, because Boca has an exceptionally large commercial and office base, but the city runs its own fire department and its own library, so it pays neither the county's 3.4581-mill Fire/Rescue MSTU nor its 0.5491-mill library levy, and then adds 1.0800 mills for the Greater Boca Raton Beach and Park District, which owns the beaches and the parks. The net of all that is a homesteaded buyer's rate of about 1.58% and a bill near $9,100 on the typical home.

The thing that actually decides affordability here is not the tax. Palm Beach County homeowners insurance averages around $6,600 a year and Boca is coastal; east of the Intracoastal it runs far above that, and flood insurance is a separate compulsory policy on much of the eastern half of the city. Budget the insurance before the mortgage. The other local specific worth knowing is that a great many Boca addresses are not in the city at all. The postal boundary runs miles west of the municipal one, through unincorporated county with a different rate.

The city has a real job base rather than a commuter one. A university campus, the office and technology park on the old IBM site where the personal computer was designed, and a corridor of corporate offices along Yamato and Glades mean a substantial share of residents work inside the city. That is why traffic here peaks in local patterns rather than only on I-95.

It is also one of the few addresses in this layer with intercity rail: Brightline stops downtown and Tri-Rail runs on the western tracks. Neither is a substitute for a car in Boca, but for trips to Fort Lauderdale, Miami or the airport the difference between living near a station and living ten minutes from one is real.

Beach access is municipal and rationed. The city's oceanfront parks charge non-residents and issue resident permits, which is a small annual cost and a genuine amenity difference between an address inside the city and one in unincorporated county land a few streets away.

Moving to Boca Raton: check these before you commit

  • Whether the address is inside the city limits or in unincorporated Palm Beach County, which shares the Boca Raton postal address and is taxed differently.
  • The flood zone and the wind mitigation report, and an actual insurance quote rather than an estimate. This is the number that decides the purchase here.
  • Whether the community has a mandatory country club or golf membership, which in Boca is common and can be a five-figure annual obligation attached to the deed.
  • Resident beach parking and park permits, which are a real benefit of being inside the city limits.
  • The distance to the Brightline or Tri-Rail station if rail is part of why you are buying here.

Boca Raton levies 3.6649 of the 17.0029 mills charged here. The remaining 13.3380 is Palm Beach County, the school district and the countywide special districts, none of which the municipality sets, and none of it is the county Fire/Rescue MSTU, because Boca Raton is outside it.
