Live in South City
A Southside neighborhood where nearly half the residents of 2020 lived on blocks in FEMA's 1% flood zone, and where the City's new Southside Transit Center is going up on the line's southern edge.
South City is the South City Neighborhood Association's area below downtown Tallahassee: 2,544 residents in 1,129 housing units on 349 acres at the 2020 census, every one of them inside the City's Southside Action Plan line and the Greater Frenchtown/Southside Community Redevelopment Area. Water decides more here than in any other Tallahassee guide on this site: 29% of the area is in FEMA's special flood hazard area, and 1,189 residents lived on blocks in zone AE, though the guide's reference point is in zone X. Public money is arriving on the same ground, with the Southside Transit Center at Orange Avenue and Meridian Street, a Blueprint park and stormwater pond beside it, and the Tallahassee Housing Authority's rebuilding of the 1972 Orange Avenue Apartments. No source read publishes a sale price for South City itself; Zillow's typical value for the whole 32301 ZIP code was $211,953 in August 2026, flat on the year.
Nearly half the residents live on flood-zone blocks, and the public money is arriving anyway
The area the South City Neighborhood Association serves, as Tallahassee-Leon County GIS (TLCGIS) maps it on its Open Neighborhoods layer (OBJECTID 278, an active neighborhood association), clipped to the City of Tallahassee's current limits: a line the association filed and the County's GIS office draws, not one the City drew, 349 acres. Traced against the TLCGIS street centerlines, Orange Avenue is the southern edge for about 3.8 km, South Adams Street the western, East Magnolia Drive runs along the north and east, and Jim Lee Road and a short stretch of South Monroe Street close it. South Monroe Street, Putnam Drive, Polk Drive, Wallis Street, Pontiac Drive, Brighton Road, South Meridian Street and Country Club Drive run through it. South City is the area the South City Neighborhood Association serves, as Tallahassee-Leon County GIS maps it: 349 acres below downtown between South Adams Street and East Magnolia Drive, with Orange Avenue along the bottom. The association filed that line and the County's GIS office draws it, clipped here to the City limits; the City did not draw it, and this guide claims nothing about where residents think South City ends. In 2020 it held 2,544 residents in 1,129 housing units, all inside the City's Southside Action Plan line and the Greater Frenchtown/Southside Community Redevelopment Area, which keeps tax growth for local spending and adds no rate.
The water is the first thing to check. On the County's copy of FEMA's maps, 29% of the area is in the special flood hazard area, and 1,189 residents lived on zone AE blocks: 47%, the largest share of any Tallahassee guide here. That counts blocks, not addresses, and the reference point itself is in zone X on a 2009 panel. Flooding here is rain, not surge. The City is Class 5 in FEMA's Community Rating System, worth 25% off flood insurance in the hazard area, and a house repaired or improved by half its value must have its lowest floor raised 2 feet above base flood elevation. No source read gives a street-by-street flood history or a premium at any address.
The public money is landing on the same ground. The Southside Transit Center, a $30 million project at Orange Avenue and Meridian Street, inside the line, was due in late 2025 and is now expected during 2026, WCTV reported in January. Blueprint's park beside it, built around a stormwater pond, began construction in May 2025, and the East Drainage Ditch between South Monroe and Meridian is to be rebuilt from 2026. On Orange Avenue the Housing Authority has demolished its 200 public housing apartments of 1972 and is rebuilding, 130 homes for households at no more than 60% of area median income in the first phase and 160 in the second.
Getting around means the bus or the car. StarMetro's Live Oak route stops at Orange Avenue and Brighton Road, 0.42 km away, every 45 minutes at midday, as often as any Tallahassee bus outside the campus loops; a ride is $1.25. The Piggly Wiggly at 2526 South Monroe Street is the one supermarket OpenStreetMap shows inside the line, and the next are more than 2 km away.
What a house costs here is not published. Zillow's typical value for the whole 32301 ZIP, downtown included, was $211,953 in August 2026, flat on the year: a ZIP figure, not South City's. Every parcel pays the 2025 stack of 19.2060 mills. A homestead takes $25,000 off every levy and a second $25,000 off all but the school levies, and Save Our Homes caps the assessment's rise at 3% a year until a sale resets it, so the seller's bill understates yours; portability can carry part of a previous Florida homestead's benefit. A homesteaded house assessed at $200,000 owes about $3,015 a year, $3,841 without the exemption. The utility bill adds stormwater ($11.00), garbage ($28.19) and a fire services fee whose amount no page read prints, raised 9.98% in October 2025 and challenged in a lawsuit filed on 17 November 2025. The City sells the electricity, water, sewer and gas itself.

How South City got here
- 1972The Tallahassee Housing Authority's Orange Avenue Apartments are built: 200 public housing units on a site of about 28 acres on Orange Avenue.
- 1998Policies for the Southern Strategy Area, the City and County's plan for the south side of Tallahassee, are adopted into the Tallahassee-Leon County Comprehensive Plan.
- 2009FEMA's countywide flood maps for Leon County take effect on 18 August. Panel 12073C0292F, which holds South City's reference point, is still the effective panel on FEMA's National Flood Hazard Layer in 2026.
- 2016Hurricane Hermine comes ashore just east of St. Marks on 2 September as a category 1 hurricane and crosses the Panhandle about 25 nautical miles east-northeast of Tallahassee, where the highest sustained wind reported was 41 knots.
- 2017The Housing Authority selects Columbia Residential of Atlanta as its partner to redevelop the Orange Avenue Apartments.
- 2021The Housing Authority's application to demolish and dispose of the Orange Avenue Apartments is approved in June; it later spends just over $5 million on relocation, abatement and demolition.
- 2022Construction begins on the first phase of the rebuilt Orange Avenue site: 130 one-, two- and three-bedroom homes for households at no more than 60% of the area median income. A second phase of 160 follows.
- 2023The City Commission unanimously adopts the Southside Action Plan on 18 January. On 7 February Blueprint's Orange/Meridian Placemaking project is awarded a $572,052 grant from the Resilient Florida program.
- 2024On 10 May three tornadoes cross Leon County, two of them EF2 converging on the city; the path as written up runs through Myers and Cascades Parks and the Capital City Country Club, north of South City. On 26 September Hurricane Helene lands in the Big Bend as a category 4 and leaves about 53,000 City utility customers without power at its peak.
- 2025Construction of the Orange-Meridian park begins in May. The Southside Transit Center, due to be finished in late 2025, falls behind.
- 2026WCTV reports in January that the $30 million transit center is still under construction, with service expected during the year. Blueprint expects to begin rebuilding the East Drainage Ditch between South Monroe and Meridian Streets in 2026.



No park inside the line, two big ones within a short drive, and a third being built
No park on the County's layer lies inside the line. Country Club Park, 4.1 acres with a youth baseball field, is 0.6 km north, and Jack L. McLean Jr. Park, 53.8 acres of courts, ball fields, trails and the City's aquatics center, about 1 km south of Orange Avenue.
What the map does not show: Blueprint's new park at Orange Avenue and Meridian Street is also drainage, built around a stormwater pond. Cascades Park is about 2 km north in a straight line.

The free option is the 53.8 acres of McLean Park itself, with its trails and courts, and the trail around the new pond at Orange Avenue and Meridian Street once it opens.
One high school, two elementary zones
Leon County Schools zones by address. On its 2026-27 layers the point is zoned for Bond Elementary (A for 2026), though more residents, 1,327 of 2,544, are in Hartsfield Elementary's zone (B), for Cobb Middle (A; 194 residents are in Fairview Middle's zone) and for Rickards High (C three years running; 13 residents are in Leon High's).
