Winter Park was laid out in 1881 as a winter resort for northerners, around a chain of lakes and a college, and it is the one place in this metro that has never had to reinvent itself. Park Avenue is a genuine main street, Rollins College anchors the south end, and the brick streets and canopy oaks are the reason the houses cost what they do. What buying in Winter Park actually involves

Winter Park charges 4.09 mills plus 0.21 for debt, which is low for this metro, and the city's own electric utility is part of why: Winter Park bought its distribution system from Progress Energy in 2005 and runs it, which gives the general fund a transfer that a city without one has to raise from property tax instead. The buyer's effective rate here works out to about 1.41%, the third-lowest of these twenty-four. The other part is a district Winter Park sits outside: the Orange County Library District charges 0.3748 mills across the county except here and in Maitland, because both cities run libraries of their own.

The market is unusually stratified for a city this size. The lakefront streets between the chain of lakes are among the most expensive addresses in central Florida; Hannibal Square and the west side, historically Black and long neglected by the city, are a different market that has gentrified hard; and the 1950s ranch blocks north of Fairbanks are a third. A typical-value index across all of that describes none of them well, and the SunRail station serves only the middle of the city.

The college in the middle of the city is part of why the center works: it keeps Park Avenue busy year-round, supports the museums and the cultural calendar, and gives the city a daytime population well beyond its residents. It also means event and term traffic on the streets around the campus.

The housing runs from 1920s masonry near the center to post-war ranches on the north side and newer infill throughout, and the city's rules on trees, demolition and replacement building are strict enough to shape what any of them can become. A teardown-and-rebuild plan here needs the city's position established first.
