Understand Bay Harbor Islands before you commit to an address

Bay Harbor Islands is six thousand people on two artificial islands in Biscayne Bay west of Bal Harbour, laid out in 1947 with one island zoned entirely residential and the other entirely commercial. A separation the town has maintained ever since. It has one of the largest concentrations of mid-century modern apartment buildings anywhere, many of them now protected. Figures are the same two indexes measured the same way in all 24 municipalities here, on Florida's rules including the homestead exemption.

What buying in Bay Harbor Islands actually involves

The town's own rate of 3.4583 mills plus the county Fire Rescue levy gives a total of 18.4810 and an effective rate of about 1.74%, roughly $11,800 a year on a typical home value of $680,617. The commercial island carries a meaningful share of the base, which is what keeps the municipal rate where it is.

The mid-century buildings are the town's character and its problem at once. Many are three and four stories from the 1950s, which is old enough for the milestone inspection requirement and small enough that a reserve shortfall lands hard on a handful of units. The town has an active historic preservation program, which constrains what can be done to them. And this is made land in a bay: elevation and seawalls are the other permanent question.

The town's public school is one of the strongest draws in the north of the county and much of the family demand here follows it. Attendance boundaries and enrolment are worth confirming for the specific address rather than assumed from the town name, because the catchment does not map neatly onto the municipal line.

The commercial island and the residential island are separated by a bridge and by intent, which keeps the residential side quiet in a way its neighbours are not. It also concentrates the town's non-residential assessment onto a small area, so what happens to those blocks matters to the levy that funds the town.

Moving to Bay Harbor Islands: check these before you commit

  • Milestone inspection and reserve funding on any of the mid-century buildings, which is most of the stock.
  • Historic designation, which covers a great deal of the residential island and limits alteration.
  • Seawall condition and flood elevation, on fill in a bay.
  • School attendance for the specific address rather than the town, since the boundary is not the municipal line.
  • The redevelopment position on the commercial island, which carries much of the town's assessment.

Bay Harbor Islands levies 3.4583 of the 18.4810 mills charged here. The rest is Miami-Dade County, the school district and the countywide districts, including the 2.3965-mill Fire Rescue district levy: none of which the municipality sets.
