Government Hill is the high ground the City deeded to the army in the 1870s, where construction of Fort Sam Houston's quadrangle began in 1876; the streets at the post's southern edge filled with houses between 1890 and 1930, and after the Second World War many were cut into apartments and Interstate 35 was driven through the middle. This guide takes the Government Hill Alliance's area on the City of San Antonio's registry as its boundary: about 584 acres from Broadway to the east side of the post, where the 2020 census counted 3,239 residents, 14.3% fewer than on the same blocks in 2010, although the number of homes rose. A City historic district of 86 acres, designated in 2002, covers the blocks nearest the fort's gate and holds about 481 of those residents. Zillow put the typical home in ZIP code 78208, where 90% of them live, at $183,621 in August 2026.
The army's hill, the houses at its gate, and an interstate through the middle
The area the Government Hill Alliance filed on the City of San Antonio's registry of neighborhood associations (OBJECTID 286 on the Neighborhood Associations layer; the registry records the association as founded in 1988), about 584 acres. Traced against the streets: Broadway and the Interstate 37 and US 281 freeway on the west; East Grayson Street on the north, where Fort Sam Houston begins, then East Carson and Hood streets east of North New Braunfels Avenue; Norfleet Street and Hines Avenue on the east, along the post; and the Union Pacific rail line by Austin and Duval streets on the south. Interstate 35 crosses the middle. The City's 2001 neighborhood plan draws the same neighborhood: Fort Sam Houston on the north, Hines Avenue on the east, the Union Pacific rail yard on the south and Broadway on the west. The registry carries no statement that the City checks an association's lines. Inside it, the City's Government Hill Historic District covers about 86 acres from Willow Street to North New Braunfels Avenue and from Grayson Street down to Interstate 35, and a sliver of the Westfort conservation district, NCD-9, overlaps the northeast. All of it is in Bexar County, San Antonio ISD and City Council District 2.
The name came before the houses. Between 1870 and 1875 the City offered the War Department land for a permanent post, and it took about 93 acres two and a half miles northeast of the Alamo, on what was soon called Government Hill; work on Fort Sam Houston's quadrangle began on 7 June 1876. The streets at the post's southern edge filled in between 1890 and 1930. After the Second World War many of the houses were cut into apartments and Interstate 35 was built through the middle. This guide covers the area the Government Hill Alliance filed on the City's registry: about 584 acres from Broadway to the east side of the post and from Grayson Street down to the rail line, the same ground as the City's 2001 neighborhood plan. The 2020 census counted 3,239 residents, 14.3% fewer than on the same blocks in 2010, although the number of homes rose by 119.
Only about one resident in seven lives under design review. The City's Government Hill Historic District, designated in 2002, covers about 86 acres from Willow Street to North New Braunfels Avenue, below the fort's gate, and holds about 481 residents. There, exterior work, new building, relocation and demolition need a certificate of appropriateness, though the historic preservation officer can approve minor repairs without the Historic and Design Review Commission. In April 2021 the commission approved Grayson Heights, 281 apartments on a vacant four-acre lot by the gate, after the plan shrank from 320 units and from five stories to three and four. Outside the district, and away from the 42 designated landmarks, ordinary zoning applies.
Prices are low, and one home in five stood empty. In 2020 owners lived in 567 of the 1,382 occupied homes, 41%, and 370 homes, 21%, stood vacant. Zillow's figure for ZIP code 78208, where 90% of the residents live and which held only 3,874 people, was $183,621 in August 2026, up 0.8% on the year; for 78215, which takes the western tenth, it was $423,181. The Bexar County median sale was $280,999. The school district is San Antonio ISD, not the Northside ISD address this site's calculators assume, so the seven units on the 2025 bill add to 2.440474 per $100: at the 78208 figure a homestead owes about $2,386 a year and the same house without the exemption about $4,481. The schools are three different answers. On San Antonio ISD's 2021-22 attendance map, the most recent it publishes, 46% of residents were zoned to Hawthorne PK-8 Academy across the freeway, 44% to Pershing Elementary inside the line and 9% to Bowden Academy, with high school at Edison, Sam Houston or Brackenridge. Pershing went from F (58) for 2025 to B (89) for 2026. None of those assignments is confirmed as current.
The bus is close and the flood map is quiet. VIA's Frequent network has 27 stops inside the line, on the 20 along New Braunfels Avenue and the 21, and the Primo 100 is about 2.5 km away downtown. FEMA's effective map puts 1.5% of the area in the 1% annual chance zone, two small strips south of Pershing Park, with 12 residents; this guide found no named creek inside the boundary, and flash flooding in San Antonio reaches streets no map shows.

How Government Hill got here
- 1873Congress sets aside $100,000 for a new army post in San Antonio, on about 93 acres the City deeds to the War Department on what is soon called Government Hill.
- 1876On 7 June the Edward Braden Construction Company begins the 624-foot-square quadrangle, the post's supply depot, finished in February 1878.
- 1877A new train station opens on Austin Street on 19 February, connecting San Antonio to Galveston, and the quartermasters move their depot from the Alamo to the quadrangle.
- 1890The post is formally named Fort Sam Houston on 11 September; the houses of Government Hill fill in beside it between 1890 and 1930.
- After 1945Government Hill declines: many houses are converted to apartments, and Interstate 35 is built through the neighborhood.
- 1975Fort Sam Houston, with more than 900 buildings in its historic districts, is designated a National Historic Landmark.
- 1988The Government Hill Alliance is founded, the date the City's association registry gives.

Pershing and Woodard parks inside, Brackenridge Park beyond Broadway
Inside the line the City keeps Pershing Park on Sandmeyer Street, beside Pershing Elementary, and mostly inside it Woodard Park on Locke Street, with the Woodard Community Center. The large parks are north: Brackenridge Park and the San Antonio Botanical Garden are each under 3 km up Broadway or New Braunfels Avenue, past Mahncke Park.

What the map does not show: Fort Sam Houston's open ground is next door but is not a public park. It is an active post, part of Joint Base San Antonio since 2010, and this guide found no published terms for walking it.
