It is a city with its own fire department, its own police, and the most advanced and most contested sea-level adaptation program in the United States. The city's own rate of 5.8560 mills, plus 0.2779 of voted debt service and the countywide 12.6262, comes to 18.7601, and because Miami Beach runs its own fire service it pays none of the county's 2.3965-mill district levy, which is why a barrier-island city with high service costs still sits below the county middle at an effective 1.73%. On the typical home value of $524,997 that is about $9,100 a year. That value is low for the island because the index is dominated by condominiums; a single-family house in the Venetian Islands or on North Bay Road is a different order of magnitude.
Two things dominate everything else here. The first is the condominium stock, which is old, oceanfront and mid-rise. Precisely the profile Florida's 2022 reserve legislation was written for, and special assessments in the high five and six figures per unit have been common. The second is water: the city has spent a decade raising roads, installing pumps and rewriting its stormwater code, and where a given street sits in that program changes both the flooding and the insurance.
Short-term rental rules here are among the strictest and most actively enforced in Florida, with large fines and zoning that permits holiday letting in some districts and forbids it in others. A great deal of the stock is bought with rental income in mind, so the rules attached to the specific building and district are a material part of the purchase rather than a detail.
Living on a barrier island reached by causeways shapes ordinary days as much as storm days. Traffic across the MacArthur and Julia Tuttle is heavy at predictable hours, event weekends close streets, and evacuation orders reach this island before anywhere on the mainland. The convenience premium and the exposure are the same fact.
The city is several places rather than one. South Beach is dense pre-war Art Deco, Mid-Beach is a mix of mid-century towers and quiet residential streets, North Beach is lower and more affordable, and the bay islands off the Venetian and Sunset are single-family enclaves. A single index across all of them is a coarse instrument.
