Live in Windsor Park
One-story ranch houses of the 1950s and 1960s on lots of about 8,800 square feet, three times Mueller's, bought for the yard and a typical value Zillow puts $262,000 below Mueller's across 51st Street, where most residents are zoned to an elementary rated D and a middle school rated F for 2025.
Windsor Park is the City of Austin's Windsor Park neighborhood planning area, about 1,525 acres between I-35 and Northeast Drive from the Mueller edge north to US 290, and the western half of the University Hills/Windsor Park plan the Council adopted in August 2007. The plan records farmland until the 1950s and a late-1950s subdivision of one-story ranch houses on a grid, and the appraisal roll dates 2,637 of its 2,899 dated single-family houses between 1950 and 1969, on a median lot of about 8,800 square feet. The 2020 census counted 14,833 residents, against 15,086 in 2010, and 3,579 of the 5,937 occupied homes were rented. Zillow put the typical Windsor Park home at $446,063 in August 2026, lower than a year earlier and $262,023 below its Mueller.
The lot is what you are buying, for less than two thirds of Mueller's price
The City of Austin's Windsor Park neighborhood planning area, as its open data portal draws it and the Windsor Park Neighborhood Plan Contact Team's bylaws describe it: US Highway 290 East on the north, Northeast Drive and Manor Road on the east, Interstate 35 on the west, and on the south the Mueller planned unit development, with the land between I-35 and Manor Road that the PUD leaves out, among it the water tower site, Troublemaker Studios and Rathgeber Village; about 1,525 acres. It is the western half of the University Hills/Windsor Park combined planning area. Mueller lies south across 51st Street, North Loop west across I-35, St. John and Coronado Hills north across US 290, University Hills east of Northeast Drive, and Pecan Springs-Springdale south and east of Manor Road.
Windsor Park is the City's Windsor Park planning area, about 1,525 acres between I-35 and Northeast Drive from the Mueller edge north to US 290, and the western half of the University Hills/Windsor Park plan the Council adopted on 9 August 2007. The plan records farmland of maize, corn and sorghum until the 1950s, Wheless Lane jogging along the old farm lines, and a late-1950s subdivision of one-story ranch houses on a grid. The appraisal roll agrees: of 2,899 dated single-family houses, 1,797 were built in the 1950s and 840 in the 1960s, with a median of 1958. Capital Plaza, between I-35 and Cameron Road, was finished in 1960, and Reagan High, now Northeast Early College High, opened just to the north in 1964.
The lot is the asset. The median single-family lot is 8,819 square feet, against 2,597 at Mueller across 51st Street, and 99% of them are at least 5,750. SF-3 covers about 55% of the zoned land. The 2007 plan adopted secondary apartments of up to 850 square feet on lots of 5,750 or more, and HOME, adopted in 2023 and 2024, now allows up to three homes on an SF-3 lot and a house on 1,800 square feet. The plan found every University Hills subdivision deed-restricted to one home a lot, which is why only Windsor Park took the secondary apartment option; the City's HOME page warns that deed restrictions can still limit a project, so the title is worth reading. Change has been slow so far: 37 of the dated houses were built in 2015 or later.
The price is the other reason to look. Zillow's typical Windsor Park home, on its own boundary, was $446,063 in August 2026, lower than a year earlier, against $708,086 for its Mueller: a gap of about $262,000, for a lot three times the size. It peaked at $647,203 in June 2022. On the 2025 rates a homestead at Zillow's figure owes the five taxing units about $6,920 a year, and without the exemption about $9,129; the citywide arithmetic is on the Austin page. What the price does not buy is a walk to much. The Mueller H-E-B and Dell Children's are about two kilometers south across 51st Street, and the plan wanted Capital Plaza and Windsor Village, the small center on Berkman Drive at Westminster, rebuilt as mixed-use centers.
The creeks decide some blocks. On the City's floodplain layers, drawn on Atlas 14 rainfall, the 25-year and 100-year floodplains along Tannehill Branch and Fort Branch cover about 169 acres, 11% of the planning area, and 230 of the 2,902 house lots, 137 of them in the 25-year area. FEMA's map puts 140 in its 1% annual chance area. Westminster, Broadmoor, Belfast and Wellington drives have the most. Across 51st Street, none of Mueller's house lots is in it.
The people have changed more than the houses. The census counted 15,086 residents in 2010 and 14,833 in 2020, while homes rose from 6,528 to 6,562, and the Hispanic share fell from 48.6% to 43.2%. Six in ten occupied homes are rented. Schools weigh on the choice: most residents are zoned to an elementary rated D and a middle school rated F for 2025, and the plan itself recorded that schools were seen as the main reason young families left or stayed away. Route 300 runs on Cameron Road and 51st Street, and Highland station on the Red Line is about four kilometers by road.

How Windsor Park got here
- 1928The year the City's parks layer gives for acquiring the land of Bartholomew District Park; the 2007 neighborhood plan says instead that the park was dedicated in 1958, and this guide does not settle the difference.
- 1950sHouses begin to go up on farmland that grew maize, corn and sorghum. Wheless Lane keeps the jogs of the farm road it was, and the Windsor Park subdivision of the late 1950s lays one-story ranch houses on a grid. The appraisal roll dates 1,797 of today's single-family houses to the decade.
- 1960The Capital Plaza shopping center between I-35 and Cameron Road is completed, the area's first large center, four years before Hancock across the interstate.
- 1964Reagan High School opens just north of Windsor Park in the fall, then Austin's newest high school; its football team wins state titles in 1967, 1968 and 1970.
- 1970sThe school board begins busing students between Anderson High in East Austin and Reagan, which the neighborhood plan says some residents still blame for families leaving the area.

- 2012The City takes on the 4.5-acre Tannehill Branch Greenbelt at 2403 East 51st Street, which is still undeveloped.

- 2023On 7 December the Council adopts HOME Phase 1, allowing up to three homes on a lot zoned SF-1, SF-2 or SF-3; Phase 2 follows on 16 May 2024 with a 1,800-square-foot minimum lot.
- 2025On 20 November the Austin ISD board votes to close ten schools, among them Winn Montessori, whose zoned students go to Andrews or Pecan Springs from 2026-27.

Bartholomew is the neighborhood's park, and the rest are pocket parks
The City's parkland inside the planning area comes to about 66 acres, and Bartholomew District Park is 57 of them: at 51st Street and Berkman Drive, with Bartholomew Pool, a splash pad open from May to October, fields, courts and an 18-hole disc golf course opened in 1982, the oldest in Texas still open by the City's count. The rest are pocket parks on Westminster Drive, Patton Lane and Sweeney Lane and the undeveloped Tannehill Branch Greenbelt. East of Northeast Drive, Dottie Jordan Park in University Hills adds a pool and a walking trail.

What the map does not show: the sources disagree on Bartholomew's age. The City's parks layer gives 1928 for the land and the 2007 plan says the park was dedicated in 1958, and this guide does not settle it. Mueller's lake park and greenbelts, across 51st Street, are open to everyone.

Every gym within reach
No City recreation center with a gym stands inside the planning area. Bartholomew Pool on 51st Street is the one City pool, the Dottie Jordan Recreation Center in University Hills has another but keeps weekday hours, and the nearest indoor gym is the Virginia L. Brown Recreation Center, north of US 290.

On its 2026-27 boundaries the elementary is Harris for 6,422 of the 2020 residents, Blanton for 6,053 and Andrews for 2,358 in the east, where four blocks moved to Andrews when Winn Montessori closed. The Harris and Andrews blocks go on to Webb Middle, rated F for 2025, and the Blanton blocks to Lamar Middle, rated A; Harris and Andrews were rated D and Blanton B. Most blocks then go to Northeast Early College High, the former Reagan, and the Andrews blocks to LBJ Early College High, both rated C.
