Live in Forest Heights and Holly Hills
A 1964 annexation north of West Tharpe Street with no resident on a flood-zone block, an hourly bus on High Road, and a high school across the street that received no state grade for 2026.
Forest Heights and Holly Hills is one neighborhood association's map named for two places: 336 acres north of West Tharpe Street and west of Old Bainbridge Road, which held 1,466 residents in 585 homes in 2020, an average of 2.51 people to a home. The City's annexation layer dates every acre of it to 1964, and FEMA's maps put none of the 2020 residents on a block in a flood zone. The association itself is marked inactive on the County's layer, so the line survives, and nothing read shows anyone speaking for it. Godby High School is across Tharpe Street, Florida State's main campus about 4.5 km away by road, and no price index follows the line: Zillow's typical value for ZIP code 32303, which holds all of it, was $239,971 in August 2026.
Dry ground, an hourly bus, and an association that has gone quiet
The area the Forest Heights-Holly Hills Area Neighborhood Association filed, as the Tallahassee-Leon County GIS office maps it on its Open Neighborhoods layer (OBJECTID 167, a neighborhood-type association within the City, marked INACTIVE), clipped to the current City limits: 336 acres, a line the association drew and not one the City drew. West Tharpe Street runs along the southern edge for most of its length and Old Bainbridge Road, a County canopy road, along the eastern end; the rest of the line follows short stretches of High Road, Botany Drive, Myrick Road and Sherwood Drive and the lot lines between them. Sharon Road, Raa Avenue, Sunset Lane, Croydon Drive and Skyland Drive run through it. The name joins two subdivisions, and no layer read draws either one on its own, so this guide does not say where Forest Heights ends and Holly Hills begins. All of it is in Leon County, Leon County Schools and ZIP code 32303.
The line is an association's, and the association is quiet. Forest Heights and Holly Hills is the area the Forest Heights-Holly Hills Area Neighborhood Association filed, as the Tallahassee-Leon County GIS office maps it on its layer of neighborhood and homeowner associations, clipped here to the City limits. It is not a line the City drew, and the layer marks the association inactive: the boundary is still carried, but nothing read shows anyone speaking for it. Inside it are 336 acres north of West Tharpe Street and west of Old Bainbridge Road, around Sharon Road and Raa Avenue, where the 2020 census counted 1,466 residents in 585 homes. No layer read draws either subdivision alone, so this guide does not say where one ends and the other begins.
A 1960s edge of the city, and households rather than students. The City's annexation layer dates every acre inside the line to 1964, and Godby opened across Tharpe Street in 1966. Florida State is about 4.5 km away by road, but the census found 2.51 people to a home and no block shaped like a dormitory. The two census tracts that hold the guide put 15.1% and 11.1% of residents aged three and over in college, with margins of several hundred students; those are the tracts' figures, not the neighborhood's.
The ground is dry on FEMA's maps. Not one 2020 resident lived on a block whose point falls in a special flood hazard area. Zone A covers 0.18% of the acreage, and the reference point is in zone X on a panel effective since 18 August 2009. Flooding here comes from rain, not the sea, and a block point is not an address, so read FEMA's National Flood Hazard Layer for the house itself; where a lot is in a zone, the City's Class 5 rating takes 25% off flood insurance. The storms that matter are wind and trees: at Helene's peak in 2024 about 53,000 City utility customers lost power. Old Bainbridge Road, along the eastern end, is one of the County's nine canopy roads. Its 100-foot protection zone, drawn "for planning purposes", covers 0.72% of the area and no 2020 resident; what the canopy road rules permit was not read for this guide.
What a house costs to hold is set citywide. Every parcel inside the line pays the same nine levies, 19.2060 mills for 2025, City, County and schools among them. Homestead takes $25,000 off every levy and a second $25,000 off all but the schools, so a homesteaded house assessed at $250,000 pays about $3,975 a year, against about $4,802 without it. Save Our Homes holds a homestead's assessment to 3% a year until it sells, then resets it, so the seller's bill understates the buyer's; a buyer leaving another Florida homestead may port part of that difference. The City sells the electricity, water, sewer and gas, and its bill carries stormwater at $11.00, garbage at $28.19 and a fire services fee whose amount no page read prints, under a lawsuit since 17 November 2025. No price index follows the line: Zillow's typical value for ZIP code 32303, which holds all of it and 47,000 other people, was $239,971 in August 2026, against $294,444 for the City.
Getting around means a car or an hourly bus. StarMetro's Moss route stops at High Road and Sunset Lane, inside the line, and reaches C.K. Steele Plaza downtown about once an hour at midday; Evergreen runs along Tharpe Street. A trip is $1.25, and no route outside Florida State's campus loops runs more often than every 45 minutes at midday. Publix on Ocala Road and Walmart on North Monroe Street are each about 3 km by road.

How Forest Heights and Holly Hills got here
- 1656Mission San Luis is built about 2 km south of the line, on the hill now off West Tennessee Street; its residents burn it in 1704. The State of Florida buys the site in 1983 and runs it as a living history museum.
- 1964The City annexes the area. Its annexation history layer gives 1964 for every acre inside the association's present line.
- 1966Amos P. Godby Junior High School opens on 6 September on West Tharpe Street with grades 7 and 8 and about 250 students, sharing its campus with the newly created Tallahassee Junior College. Its first senior class graduates in 1970.
- 2009FEMA's flood insurance rate map panel for the reference point, 12073C0279F, takes effect on 18 August. It puts the point in zone X; 0.18% of the area is in zone A.
- 2020The census counts 1,466 residents in 585 housing units on the 28 blocks inside the line.
- 2024Hurricane Helene comes ashore in the Big Bend late on 26 September; at the peak about 53,000 City of Tallahassee Utility customers are without power.

No park inside the line, and 69 acres just south of it
The County's parks layer draws no park inside the line. The nearest is the City's Sweetbay Swamp Nature Preserve, 6.4 acres on Yaupon Drive, and the one that matters is San Luis Mission Park, 69 acres off San Luis Road with a playground, a dog park and trails. Beyond it is Mission San Luis, the State's living history museum on the site of the 1656 mission, and to the north Lake Jackson Mounds Archaeological State Park.

Every gym within reach
There is no gym or pool inside the line. The City's nearest are the Lawrence-Gregory Center on Dade Street, with the Robinson-Trueblood Pool, and Levy Pool east along Tharpe Street in Levy Park. The LeVerne Payne Community Center on West 4th Avenue has courts, and the Trousdell Aquatics Center on John Knox Road is another City pool. No private gym was looked for.

Leon County Schools assigns schools by home address. On its 2026-27 layers the reference point, and every resident of 2020, is in the zones of Astoria Park Elementary on Atlas Road, graded B for 2026, Griffin Middle on Alabama Street, graded C, and Godby High, across Tharpe Street. No 2026 grade was issued for Godby, which the state marks I; it was C in 2025 and 2024. Its magnet programs are career programs such as aviation and practical nursing, and families can apply to choice programs elsewhere.
