Two master-planned subdivisions between Falls of Neuse Road and the Neuse River below the Falls Lake dam, where the elementary school every block is assigned to has been capped since 2020, associations own the common land and write the exterior rules, and the commute south begins on Falls of Neuse Road and I-540.

Falls River and Bedford at Falls River were built in sequence north of I-540: the county records Falls River's subdivision in 1997 and dates its first houses to 1996, and Bedford's in 2001, with most of its houses finished between 2003 and 2007 on land Raleigh had annexed in 2000. This guide covers the two lines their associations registered with the City, which held 4,053 people at the 2020 census, 3,666 of them in Bedford; the Falls River Community Association's registered line takes in only 268 of the 915 lots the county records under Falls River, so most of Falls River lies outside it. The median single-family parcel is assessed at $584,520, a detached house at $638,926 and a townhouse at $349,769, before association dues: Falls River's association publishes $410 a year, and Bedford's master association publishes no figure. Abbotts Creek Elementary, the base school for every block, has been capped since February 2020, and the drive south starts on Falls of Neuse Road, which NCDOT counted at 53,500 vehicles a day north of Dunn Road in 2024.

01: The Community

Bedford is most of it, and the elementary school is the catch

This guide covers two lines on the City of Raleigh's Neighborhood Registry, both in its Northeast district. The larger is the Bedford at Falls River HOA's, about 544 acres: the Neuse River below the Falls Lake dam forms its northern and eastern edge, Falls River Avenue and Dunn Road touch its western side, and the backs of its own lots make up the rest, with Falls of Neuse Road about 450 meters to the north. The smaller is the Falls River Community Association's, about 109 acres around Farmington Grove Drive, Oakboro Drive and Summerton Drive on both sides of Falls River Avenue, about 450 meters southwest of Bedford's line and between Raven Ridge Road and Dunn Road. The registry lists the Falls River Townhomes and Falls River Condominiums associations separately, and neither is in this guide. I-540 runs about 2 kilometers south of the Falls River line and 3 kilometers south of Bedford's.

This guide covers two registered lines rather than one neighborhood. Falls River came first: Wake County records its subdivision in May 1997, 915 lots on 370 acres off Falls of Neuse Road, and all but one of the houses in this guide's piece of it are dated 1996 to 1999. Bedford at Falls River followed on the land between it and the Neuse River below the Falls Lake dam, recorded in 2001 and built mostly from 2003 to 2007. Raleigh annexed both before the houses went up. The Falls River Community Association's registered line takes in only 268 of its subdivision's houses, and the association owns 48 parcels of common land outside it, so most of Falls River is not in these figures. Bedford is the bulk: 3,666 of the 4,053 people counted in 2020, and 1,634 of the 1,902 houses and townhouses.

The school is the catch. Every block in both lines is assigned to Abbotts Creek Elementary on Durant Road, and the school system capped it on 4 February 2020. A family that moves in now applies there, gets a seat only if one is open, and otherwise is enrolled at an overflow school with district bus service and a place on the waitlist. The district asks for proof of how long a family has lived at the address and does not accept a purchase offer or a lease that has not started. After elementary school the two lines split: Bedford goes to Wakefield Middle and Wakefield High, about 3 kilometers north, and the Falls River line to East Millbrook Middle and Millbrook High, magnet schools on Spring Forest Road about 10 kilometers south.

Two layers of association are part of the price. The median single-family parcel is assessed at $584,520 on the 2024 revaluation, $638,926 for a detached house and $349,769 for a townhouse, and at 90.91 cents per $100 the median bill is about $5,314 a year (citywide figures are on the Raleigh page). Falls River's association publishes its 2026 dues, $410 a year with no special assessment, and its guidelines reach down to white mailbox posts, picket front fences no higher than 2 feet 6 inches and any live tree six inches across. Bedford's master association owns about 136 acres of common land and the clubhouse, and publishes no dues on an open page. Six sub-associations own land inside Bedford's line; one, Bedford Commons, charges $195 a month for its townhouses and does not say whether that includes the master dues. The counts disagree: the registry lists 1,631 homes in Bedford, the county 1,634 parcels and the management company 1,740 units, and the company's 3,500 square foot clubhouse is 5,692 square feet in the county's records.

The river is the edge, and the lake's rules stop at the dam. The Neuse forms Bedford's northern and eastern side, and about 3.3 kilometers of the paved Neuse River Greenway pass inside the line. Both lines sit outside the City's Falls Watershed Protection Overlay, drawn for the reservoir's own watershed, and inside its Urban Watershed Protection Overlay, applied in 2008. That overlay's impervious limits bind new development; on a lot that existed before October 2008 they do not apply to work disturbing less than an acre. The City's copy of the flood map, used because FEMA's own service refused connections, touches 20 of Bedford's lots along the river and puts no house's center in the 1% annual chance zone.

The drive south is the other cost. No bus stops inside either line. The nearest GoRaleigh stop, on Raven Ridge Road, is served by Route 25L, an hourly loop that meets Routes 1 and 14 at Triangle Town Center. Everything else starts on Falls of Neuse Road, which NCDOT counted at 53,500 vehicles a day north of Dunn Road in 2024, and on I-540, free of tolls here, where the counting station east of the Falls of Neuse Road interchange went from 20,000 vehicles a day in 2003 to 86,000 in 2024. By the table below, GoRaleigh Station is about 23 kilometers away and Research Triangle Park about 36.

  • Ask the school system's Office of Student Assignment whether Abbotts Creek has a seat for your child's grade, because a capped school can send a new student to an overflow school
  • Get every layer of dues in writing: Falls River's $410 a year, Bedford's unpublished master figure and any sub-association's on top
  • Read Falls River's architectural guidelines before planning a fence, a paint change or a tree removal
  • Check which line the house is in, because Bedford and Falls River go to different middle and high schools
  • Drive Falls of Neuse Road to I-540 at the hour you would commute

How Falls River got here

  • 1981The U.S. Army Corps of Engineers finishes the Falls Lake dam, begun in 1978, for flood control and for Raleigh's drinking water. The Neuse River below it becomes the northern and eastern edge of what is now Bedford.
  • 1995Raleigh annexes 2,006 acres of the Upper Neuse tracts under ordinance 1995-700, which takes in the land under 74 of Bedford's houses today.
  • 1996Raleigh annexes Falls River Phases 1B and 1C and a neighboring 101-acre tract, and the county dates the first 55 houses in the Falls River line to 1996.
  • 1997Wake County records the Falls River subdivision on 20 May: 915 lots on 370 acres. The 268 houses in the association's registered line are dated 1996 to 1999, with one in 2003.
  • 2000Raleigh annexes 484 acres filed as PCF Falls Dunn/CPL under ordinance 2000-828, the land under 1,554 of Bedford's 1,634 houses and townhouses.
  • 2001The county records Bedford at Falls River, 1,492 lots on 556 acres. On 29 June I-540 opens from Creedmoor Road to Falls of Neuse Road, exit 14, and on 12 August 2002 it reaches Capital Boulevard.
  • 2005Bedford's busiest year: the county dates 429 houses and townhouses to 2005, and 1,394 of them to 2003 through 2007.
  • 2008The City's Urban Watershed Protection Overlay District is applied over both lines under zoning case Z-53-2008, effective 4 November, with impervious surface limits for new development to protect drinking water.
  • 2015Abbotts Creek Elementary opens on Durant Road with Abbotts Creek Park beside it, and in May WakeMed North on Falls of Neuse Road becomes a full hospital.
  • 2020On 4 February the school system caps Abbotts Creek Elementary. A family moving in after that date enrolls there only if a seat is open, and otherwise at an overflow school.
  • 2025On 7 January the City Council approves the master plan for Neuse River Park, 84 acres on Old Falls of Neuse Road next to the greenway and the Falls Dam river access, funded with $11.4 million from the 2022 parks bond.
  • 2027Wake County revalues every property on 1 January, and construction of Neuse River Park is scheduled for 2027 and 2028.

02: A river trail inside the line

The Neuse River Greenway, Durant and a park still on paper

The public open space that matters here is the Neuse River Greenway, paved along Bedford's river edge with access from Falls River Avenue, Bedfordtown Drive and Grassy Creek Place, and running 27.5 miles from the Falls Lake dam to the Johnston County line. From the Falls River line the Abbotts Creek Trail heads toward Durant Road, where the City's Abbotts Creek Park has a community center and Durant Nature Preserve has two lakes and five miles of trail.

What the map does not show: Neuse River Park, 84 acres by the dam on Old Falls of Neuse Road, is an undeveloped site on the City's park layer. Its master plan was approved in January 2025, and construction is scheduled for 2027 and 2028.

Method: distances and drive times are computed from a point near the Bedford clubhouse on Bedfordtown Drive, using straight-line distance multiplied by a road factor and a tiered speed model: honest ranges, not routed times. The Falls River line is about 2 kilometers southwest of that point, so from there take a few minutes off anything toward I-540 and add them to anything toward the lake.

05: Schools

One capped elementary, then two different pairs of schools

The Wake County Public School System assigns every block in both lines to Abbotts Creek Elementary on Durant Road for 2026-27, a traditional-calendar school that opened in 2015 and has been capped since 4 February 2020. Bedford's blocks then go to Wakefield Middle and Wakefield High, neither a magnet school, and the Falls River line's to East Millbrook Middle and Millbrook High, both magnets. None of the four is capped.
