Live in Southside and St. Teresa

A hillside of 1,291 residents just south of the Durham Freeway that the City chose for its largest neighborhood rebuilding, now mostly new rentals and new bungalows, with a D-graded zoned elementary, buses at the door and North Carolina Central about 800 meters away.

Southside / St. Teresa is the City of Durham's own name for 154 acres on the hill south of the Durham Freeway, between South Roxboro Street and Blackwell Street: 1,291 residents in 581 housing units at the 2020 census. Wikipedia records it as a historically African American neighborhood once called The Bottom and later the St. Theresa community, named for a Catholic church on Fargo Street, and it is not Hayti, which has no line on any City layer and whose heritage center sits inside the Downtown Durham guide. After failed attempts in the 1980s and 1990s, the City hired McCormack Baron Salazar, which planned the 120-acre Southside Project Area in 2009 and 2010 and has built 132 and then 85 mixed-income apartments, with 48 new bungalows for sale; a 2025 congressional request put the finished project at 317 units. Nothing here is in a historic district or a mapped flood zone, and the price of the place is mostly the schools and the newness of everything around you.

A neighborhood the City bought back and rebuilt, mostly as rentals

An area on the City of Durham's Neighborhoods reference layer, the feature named Southside / St. Teresa (OBJECTID 174) in the map service the City publishes for its Cityworks work-order system, which carries no published date, author or definition of a neighborhood, clipped to the current City of Durham limits (none of it fell outside): 154 acres. It is not a neighborhood association's territory or a plat, and this guide claims nothing about where residents think the name ends. Traced on the City-County street centerlines, the Durham Freeway (NC 147) runs along the north, South Roxboro Street the west and Blackwell Street part of the east; South Street, Fargo Street, Scout Drive, West Enterprise Street and West Lakewood Avenue run through it, and the American Tobacco Trail crosses it. By 2020 block point, 1,206 residents are in the City-County Urban development tier and 85 in the Downtown tier, all 1,291 in City Council Ward 1, and none in the Downtown Business Improvement District, which takes 0.8% of the area. The whole guide is in Durham County, Durham Public Schools and, for 1,206 of its residents, ZIP code 27707 (85 are in 27701). It is not Hayti, and it is not Forest Hills, the separate neighborhood to the southwest.

Southside and St. Teresa, on this page, is the area the City of Durham's own Neighborhoods layer calls Southside / St. Teresa: 154 acres on the hill south of the Durham Freeway, between South Roxboro Street and Blackwell Street, with South Street, Fargo Street and Scout Drive running through it. The layer is a reference map the City keeps for its own work orders, with no published date, author or definition, clipped here to the city limits; it is not an association's line. It held 1,291 residents in 581 housing units at the 2020 census.

It is not Hayti. Wikipedia places the neighborhood between Hayti and the Forest Hills Historic District, and records it as a historically African American working-class neighborhood called The Bottom, later the St. Theresa community after St. Teresa of Ávila Catholic Church, a Black congregation on Fargo Street. The spelling is unsettled: the City's layer writes St. Teresa, Open Durham and Wikipedia also write St. Theresa, and the City's own Southside pages refused this guide's requests, so the guide keeps the layer's form. Hayti has no line on any City layer read, and its heritage center sits inside the Downtown Durham guide.

The deciding fact is the rebuilding. The City tried and failed to redevelop the neighborhood in the 1980s and 1990s, bought out around forty owners, and then chose McCormack Baron Salazar. A planning process for the 120-acre Southside Project Area ran from late 2009 into the summer of 2010. The Lofts at Southside followed: a $21 million first phase of 132 apartments, 80 of them affordable, and a second of 85 begun in June 2016. For sale there were 48 Bungalows at Southside, most reserved for moderate-income buyers. In May 2025 Rep. Valerie Foushee asked Congress for $3,000,000 toward the last two phases, 100 more affordable units that would bring the project to 317. A buyer here is choosing a new or renovated house beside a large mixed-income rental community, with more still to come.

No historic district, no flood map, one tax rate. Nothing in the guide is in a local or National Register historic district or a Neighborhood Protection Overlay. Every 2020 resident lived on a block in flood zone X, and FEMA gives zone X at the point; check the address itself. The bill is the plain city rate: Durham County's 57.92 cents per $100 plus the City's 43.71, 101.63 in all for fiscal 2027, on values the County reset to market on 1 January 2025 and will not reset again until 2029. A sliver of the north edge, 0.8% of the area and no 2020 resident, falls inside the Downtown Business Improvement District, where the City line is 7 cents higher. Stormwater comes on the City utility bill. North Carolina has no homestead exemption for an ordinary buyer. No sale price is published for the neighborhood; Zillow's model puts the whole 27707 ZIP, condominiums included, at $406,475 in August 2026, down 3.1% on the year.

Day to day, it is close to almost everything. GoDurham serves ten stops inside the line, on routes 5, 7 and 8, fare-free through June 2027. Hillside Park and its pool are a short walk, the American Tobacco Trail runs through the guide, and the ballpark and the American Tobacco Campus are about a kilometer north across the freeway. There is no supermarket inside the line; Compare Foods on University Drive is the nearest. North Carolina Central's campus is about 800 meters away. The census tract that holds 870 of the residents counts 11.8% of its people in college or graduate school, with wide margins.

Worth knowing before you commit
Ask what is planned for the next lot
The City's rebuilding has two phases left, 100 affordable units

  • Ask the City what is planned for the vacant lots near the parcel before you offer
  • Run the address through Durham Public Schools' lookup: 85 residents are zoned for Morehead, not Spaulding
  • Look the address up on FEMA's map even though every 2020 block point was in zone X
  • Work the bill at 101.63 cents per $100 of the County's 2025 value, and confirm the parcel is outside the downtown district

How Southside and St. Teresa got here

  • 1930sThe Apex Street Bridge is built over the rail line that later becomes the American Tobacco Trail, by Open Durham's record; the American Tobacco Company rebuilds it in 1956 so traffic can bypass trains idling across Enterprise Street.
  • 1970sHassle House, a crisis intervention program in a building given by Watts Street Baptist Church, tutors students at risk of leaving high school from the St. Theresa neighborhood, by Jean Bradley Anderson's county history as Wikipedia cites it.
  • 1980sBy the late 1980s residents are calling the neighborhood Southside, by The Durham Voice as Wikipedia cites it; the City's attempts to redevelop it in the 1980s and 1990s fail.
  • 2000The first 3.2 miles of the American Tobacco Trail, from Morehead Avenue to Cornwallis Road, open on 3 June along the old rail corridor under the Apex Street Bridge.
  • 2001The City closes the Apex Street Bridge to cars in May over its structural condition; it stays open to people on foot and on bicycles between Southside and Forest Hills.
  • 2006By September the City Council decides to demolish the bridge and build ramps down to the trail instead. Some residents see racism and economic segregation in the choice, and others put safety first.
  • 2009The Fargo Street ramp to the trail is built and the bridge is taken down; the Beverly Drive ramp on the Forest Hills side had cost $152,000 in 2008. From late fall the City and McCormack Baron Salazar run a planning process for the 120-acre Southside Project Area, into the summer of 2010.
  • 2016The second rental phase of the Lofts at Southside, 85 apartments with 58 set aside as affordable, begins construction in June; the $21 million first phase of 132 apartments, 80 of them affordable, is already complete.
  • 2020The census counts 1,291 residents and 581 housing units inside the City's line, 2.22 residents to a unit.
  • 2025Durham County revalues every parcel to market as of 1 January. On 10 May Rep. Valerie Foushee asks Congress for $3,000,000 for the City toward Southside Phases III and IV, 100 affordable units that would complete a 317-unit project.
  • 2026The County raises its rate 2.5 cents to 57.92 on 8 June and the City holds 43.71 on 15 June; Durham Public Schools publishes 2026-27 zones that put 1,206 residents in C. C. Spaulding Elementary's zone and 85 in Morehead's.

02: The trail through the middle

The American Tobacco Trail is the open space, and the parks are just outside

There is no City park inside the line. The American Tobacco Trail, the old rail corridor that opened as a trail in 2000, crosses the guide, with a ramp down from Fargo Street built in 2009 where the Apex Street Bridge stood. Hillside Park, 13.9 acres on South Roxboro Street with a playground and the City's Hillside Pool, is 0.3 km from the point; Orchard Park on South Duke Street and Forest Hills Park, 45.9 acres, are about half a kilometer away.

What the map does not show: the bridge that linked this hill to Forest Hills. The City closed it to cars in 2001 and took it down in 2009; some residents read that as racism and economic segregation, others as safety.

05: Schools

A split elementary zone, and middle and high schools 8 km away

Durham Public Schools assigns by base zone. On its 2026-27 layer the point is zoned for C. C. Spaulding Elementary, 0.6 km south (D for 2024-25 and 2023-24, with growth exceeded), as are 1,206 residents; the 85 at the north edge are zoned for Morehead Montessori. The point is zoned for Githens Middle (C both years) and everyone for Jordan High (C both years), both about 8 km southwest. No school-level 2025-26 grade was found.
