The one-story bungalows and two-story Prairie four squares platted in 1908 between Davis and Twelfth streets, where since 1981 a City historic district has required a certificate of appropriateness before an exterior alteration or a new building.

Winnetka Heights was part of the Midway Addition to Oak Cliff, platted in 1890, until it was replatted under its own name in 1908; in 1911 Russell Realty was selling it as Dallas' Ideal Suburb. The Council made it the City's sixth historic district on 14 October 1981, over more than 600 houses and 20 commercial buildings on 50 blocks, the second largest historic district in Dallas, and the National Register listed it on 3 November 1983. The 2020 census counted 1,769 residents on its 57 blocks, where owners lived in 434 of the 735 occupied homes against 509 of 704 in 2010. Zillow put its typical value for the neighborhood it calls Winnetka Heights at $416,792 in August 2026, and the census survey's owner estimate for the block group holding most of the district is $580,800.

01: The Community

Fifty blocks of 1908 bungalows under one historic ordinance

Historic District No. 15, the Winnetka Heights Historic District, which on the City of Dallas's zoning map is also Planned Development District No. 87: about 184 acres, all of it in ZIP code 75208. The line runs down the middle of Davis Street on the north, stepping across it on the block that holds the Kessler Theater, and down Twelfth Street on the south; on the west it follows the rear lot lines of the houses on the west side of Rosemont Avenue, short of Waverly Drive, and on the east those of the houses on the east side of Willomet Avenue, short of Polk Street. PD 87's own text places it south of Davis Street, north of Twelfth Street, east of Waverly Drive and west of Polk Street, about 183.93 acres, and the 2022 legal description gives 184.54. The National Register district is roughly bounded by Davis and Twelfth streets and Rosemont and Willomet avenues. Across the western half of Davis Street the King's Highway Conservation District, CD 1, adjoins it, and the Davis Street Special Purpose District, PD 830, along the rest of the street and at its northwest and northeast corners; the Jefferson Area Special Purpose District, PD 316, meets the southern part of its eastern line, and two small conservation districts, CD 4 and CD 21, lie across Twelfth Street.

Winnetka Heights was part of the Midway Addition to Oak Cliff, platted in 1890, until it was replatted under its own name in 1908, and in 1911 Russell Realty sold it as Dallas' Ideal Suburb. What its four developers left is a grid of one-story frame bungalows and two-story Prairie four squares, one of the most intact early neighborhoods in Oak Cliff by the City's account. The Council made it the City's sixth historic district on 14 October 1981, and the National Register listed it in 1983. This guide takes that district, Historic District No. 15, which is also Planned Development District No. 87: about 184 acres from Davis Street to Twelfth Street and from Rosemont Avenue to Willomet Avenue, with more than 600 houses and 20 commercial buildings, the second largest historic district in Dallas.

A certificate comes before the contractor. Under PD 87 it is an offense to put up a building, alter the outside of one, or place a structure or landscape item in the yard without a certificate of appropriateness from the City, with a few exceptions such as rear-yard work six feet high or less or an air conditioner beside the house. Routine maintenance, such as repainting in the same color, and minor work such as storm windows and solar panels, goes to City staff, who take up to 21 days; anything else goes to a residents' task force and then the Landmark Commission, which sits on the first Monday of the month. The criteria are specific: a front yard fence is white picket or dark wrought iron and no more than two feet high, unpainted brick stays unpainted, and an attached garage may not face the street. On the residential streets a house may rise 36 feet, a lot must be at least 7,500 square feet and 150 feet deep, and the number of homes in a building may not go up.

More of it is rented than in 2010. On the district's 57 census blocks the 2020 census counted 1,769 residents, against 1,696 in 2010, in 809 homes. Owners lived in 434 of the 735 occupied ones, where ten years earlier they had lived in 509 of 704; renters went from 195 homes to 301. The appraisal roll counts 484 single-family houses on lots so regular that the middle half fall between 7,295 and 7,639 square feet, plus 21 duplexes and 23 apartment properties. No source this guide found says why the owner share fell.

Zillow names the neighborhood; the census asks its owners. Winnetka Heights is one of 13 City of Dallas neighborhoods in Zillow's index file, on a boundary Zillow does not publish: $416,792 in August 2026, up 0.3% on the year, beside $409,987 for ZIP code 75208, which is about 21 times the district's area. The citywide MLS median single-family sale was $469,900, down 6.0%. In the census block group holding the northern half of the district, owners' median estimate of value was $580,800; in the one holding the southwest quarter, $346,800. On the 2025 rates a homestead at Zillow's figure owes the five taxing units about $6,447 a year and one at $580,800 about $9,532; the arithmetic is on the Dallas page. A contributing house can apply each year for the City's historic tax exemption, whose terms the City's page does not state.

Davis Street is the edge and the main street. The district's own Davis frontage is four commercial tracts for neighborhood shops, and the line steps across Davis for the block holding the Kessler Theater, a 1941 movie house reopened for music in 2010. Across the street PD 830 allows three stories in its Winnetka Heights Village subdistrict and up to five in its Davis Corridor. The City's floodplain map touches none of the district. Route 9 runs through it on Jefferson Boulevard every 15 minutes on weekdays, and the Tyler/Vernon light rail stop is about 900 meters southeast.

Worth knowing before you commit
Check the house's certificates
Under PD 87 the owner of the land is responsible for a violation on it

  • Ask what exterior work the seller did and whether each job had a certificate of appropriateness
  • Read PD 87's preservation criteria before planning a fence, a paint scheme, new windows or an addition
  • Count the units: on the residential streets a building may not gain a home, and a lost one stays lost
  • Work the tax out on your own price, because the seller's capped value ends with the sale

How Winnetka Heights got here

  • 1890The Midway Addition to Oak Cliff, which takes in the ground of today's district, is platted, the year Oak Cliff incorporates with 2,470 residents.
  • 1903Dallas annexes Oak Cliff after attempts beginning in 1900, by eighteen votes.
  • 1908The ground is replatted as Winnetka Heights; L.A. Stemmons, T.S. Miller Jr., J.P. Blake and R.S. Waldron develop its 50 blocks.
  • 1911Russell Realty Company markets the addition as Dallas' Ideal Suburb. J.P. Blake's house at 401 North Rosemont Avenue and T.S. Miller's at 101 North Montclair Avenue remain, by the neighborhood association's account, as examples of its Arts and Crafts and Prairie houses.
  • 1941The Kessler Theater opens at 1230 West Davis Street, on the block where the district's line steps north across Davis; Gene Autry buys it in 1945.
  • 1957A tornado strikes the Kessler, and a fire around 1960 closes it.
  • 1975On 15 December the Council passes Ordinance 15067, the first version of Planned Development District No. 87.
  • 1981On 14 October the Council re-establishes PD 87 with Ordinance 17164 and adopts the historic overlay, H/15, with Ordinance 17165, the City's sixth historic district. The Winnetka Heights Neighborhood Association is founded the same year.
  • 1982The neighborhood receives a State Historic Marker.
  • 1983The Winnetka Heights Historic District is listed on the National Register on 3 November, for community planning and architecture, 1900 to 1924.
  • 1984On 15 August Ordinance 18369 combines the PD's conditions and the historic overlay's rules into one text, later amended in 1987 and 1993.
  • 2010On 11 August the Council creates PD 830 along Davis Street and amends PD 87 to add Tracts IV(a) to IV(d) on the Davis frontage, where a theater is allowed by right in Tract IV(b). The Kessler Theater reopens as a music venue the same year.
  • 2014Sunset High School, the zoned high school, becomes a City landmark on 28 May.
  • 2020The census counts 1,769 residents in 809 homes inside the line, against 1,696 in 854 in 2010; 301 of the 735 occupied homes are rented, against 195 of 704.
  • 2022On 27 April Ordinance 32189 moves the lot on the south side of Jefferson Boulevard at Rosemont Avenue into a new Tract II(a), with outdoor seating allowed only on the north side of the building at its porte cochere and hours limited to 6 a.m. to 10 p.m. from Monday to Thursday.
  • 2024On 24 April the Council creates Conservation District No. 21 across Twelfth Street, along the district's southern line.

02: Kidd Springs, Greiner Park and Twelve Hills

Small plazas inside the line and a spring-fed lake outside it

The public ground inside the district is small: Heights Garden, 0.13 acres on Rosemont Avenue, and Stemmons Plaza, 0.38 acres on Jefferson Boulevard. Greiner Park, 2.2 acres, lies a block south of Twelfth Street. The larger ground is outside: Kidd Springs Park, 31 acres about 400 meters northeast, has a spring-fed lake, a Japanese garden and an aquatic center, the Twelve Hills Nature Center keeps a trail open from sunrise to sunset, and Stevens Park Golf Course is about 640 meters northwest.

What the map does not show: the front yard is regulated too. A structure or landscape item placed outside a house needs a certificate like the house itself, unless it is a plant the criteria allow, and a fence on a vacant lot has its own setback.

Every gym within reach

No City recreation center lies inside the district. The nearest, Kidd Springs on Canty Street, has a fitness center overlooking the lake, a gymnasium and a pool, opens only at 2 p.m. on Friday and is closed on Sunday. The YMCA of Metropolitan Dallas lists two branches in Oak Cliff and south Dallas, the nearer being the Moorland Family YMCA on South Hampton Road, about 10 km away.

Rosemont, not Winnetka Elementary

Schools are the Dallas Independent School District's. On its 2026-27 boundaries every populated census block in the district goes to Rosemont Primary on Stevens Forest Drive, prekindergarten to second grade, then to W. E. Greiner Exploratory Arts Academy and Sunset High, a City landmark since 2014. Rosemont School teaches grades 3 to 8, and its middle grades are by application. The Texas Education Agency rated both Rosemont campuses A, 92, for 2026, Greiner A, 90, and Sunset B, 89.
